Description
NA The U.S. Army Engineer District, New Orleans, LA, has a requirement for professional services to conduct a feasibility study. The purpose of this feasibility study is to determine the need for a middle school as part of the Community Impact Mitigation Pla n for the Inner Harbor Navigation Canal Lock Replacement Project in New Orleans, LA. The location of the middle school will be in the area impacted by the project. The feasibility study will determine the need for a middle school through the development and analysis of relevant demographic and academic data. The study will also identify and delineate potential partnerships for the construction and long-term operation and maintenance of the middle school. In addition, the feasibility study will develop m odel recommendations, determine site and space requirements, identify potential site locations, provide anticipated staffing requirements, provide conceptual level architectural designs, and contain a comprehensive cost analysis. Community involvement wil l be a significant part throughout the feasibility study process. This procurement is advertised as ?unrestricted?. Award to a successful offeror will be a firm, fixed-price contract. Also, the award will be determined by the selection of an offeror, wh ose proposal reflects the best combination of features, whether or not the offeror?s price is the lowest, i.e., best value. The term of the contract will be ten months. The Request for Proposals, Solicitation No. DACW29-02-R-0028 will be issued August 23, 2002.
