Description
17. This is a Notice of Intent for solicitation F33657-03-R-0001. The Missile Defense Agency, Airborne Laser Program Office, located at Kirtland Air Force Base, NM, anticipates the procurement of the Airborne Laser Block 2008 Program. The objective of this acquisition is to develop and demonstrate the next generation of advanced technology and performance capabilities to an airborne high energy laser weapon system for boost phase missile defense. The Government intends to solicit and negotiate with only one source, Boeing Space & Communications, for the proposed contract action under the authority of FAR 6.302. The Government anticipates that the contractor who participated in the Concept Design and Program Definition and Risk Reduction/Block 2004 contracts will be the only responsible source capable of successfully competing for the Block 2008 contract. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. The length of the Block 2008 program is approximately 77 months. A Cost Plus Award Fee contract is anticipated for the majority of the effort. The facility clearance and safeguarding is TOP SECRET. The contractor will require access to militarily critical technology data which is controlled under the Export Control Act. Foreign owned/foreign controlled firms and foreign nationals are precluded as a prime contractor for this effort. An Ombudsman has been appointed to hear concerns from the offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to address concerns during the proposal development phase of the acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before contacting the Ombudsman, Mr. Barry Richardson, 703/695-6632.
