- Description
- The Federal Bureau of Investigation (FBI) plans to acquire, on a sole source basis, a complete and specifically designed Pen-Link LINCOLN system Portable Telecom Communications Assistance for Law Enforcement Act (CALEA) Test Box (PTCTB), from Pen-Link, LTD. The LINCOLN system is CALEA compliant, provides the capability for data collection when interfacing with either network-based or switch-based delivery systems, and features real-time interfacing. Purpose: Simulation Testing and Evaluation. NAICS Code 513390. Other than full and open competition 41 U.S.C. 253 (C)(1) (Sole Source) FAR 6.302-1. Only one source. Intended source: Pen-Link, LTD. The final contract award decision shall be based upon a combination of price, technical and other evaluation factors.
