Description
The National Heart, Lung, and Blood Institute (NHLBI), Division of Intramural Research (DIR), intends to negotiate on a sole source basis with Adventist Cardiac Services (Washington Adventist Hospital), Fairfax Hospital, Georgetown University Hospital, and Washington Heart at Washington Hospital Center for cardiac surgery and coronary angioplasty services in support of the patients of its Cardiology Branch and of its former Surgery Branch. The NHLBI has kept a previous commitment to its patients to provide or obtain for them the interventions that may be needed for their medical conditions. The required surgical services were originally performed in-house in the former Surgery Branch, DIR, NHLBI and subsequently obtained under three noncompetitive contracts until four competitive contracts were awarded pursuant to RFP NHLBI-HI-91-03 and subsequently RFP NHLBI-HI-96-02. The purpose of these four contracts is to provide for continued cardiac surgery and coronary angioplasty services required by NHLBI's Cardiology Branch for the period September 1, 1996 through August 31, 2001. The contracts were subsequently extended for an additional year ending August 31, 2002 on a noncompetitive basis. The Institute is in process of restoring in-house surgical capability, and consequently, no competitive follow-on award is planned. However, logistic difficulties have delayed this restoration process, and it is believed that the capability will not be achieved until next September (2003). As a result, for considerations of the safety and well-being of our patients, it is necessary to extend the current contracts for the interim period of up to one additional year. Sources that can be considered capable of providing the required services must be fully accredited and licensed hospitals approved to perform the full range of cardiac procedures including open heart surgery, within a radius of 30 minutes by ground, to permit emergency transport of patients from the Clinical Center and to permit the required level of close consultation between the treating surgeons and the NHLBI physicians for their patients. Sources other than the incumbent four contractors that wish to be considered for a contract for this work are invited to submit evidence of their qualifications and proximity. CBD Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
