Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, DTSA20-02-Q-00465 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07 . This is a total small busines set-aside and the associated NAICS code is 332812 and the applicable small business size standard is 500. The LINE ITEMS are as follow: 0001 - Law Enforcement Officer Badge, QTY= 5,275 EACH. 0002 - Leather Badge Cases, QTY= 5,275 EACH. 0003 - Badge Credential Insert, QTY= 10,500 EACH. 0004 - Law Enforcement Officer Hat Badge, QTY= 500 EACH. This project shall provide badges for special agent personnel who need to properly display law enforcement identification on inspections, investigations and other security-related occasions. The Contractor shall provide products in accordance with the following commercial specifications: 0001 - Badges General: The badges shall be designed of two -piece constructions in accordance with approved technical rendering that will be provided by TSA. The shield shall be shaped with a surmounted eagle and shall be struck with the necessary amount of blows to ensure maximum detail. Size: Badge Height: 2 1/2 inch Badge Width: 1 3/4 inch at widest point Manufacture: Coining Method: Die struck with a Male and Female Die Set. Die Set includes all dies and tools necessary for complete badge manufacture. All Blanks (badges) shall be trimmed and free of burrs and rough edges. All Blanks struck solid. Material: Type of Brass: 95/5 Gilding Brasses. Thickness: .080 inch (12 gauge) Attachment: Soldered or fused wallet clips. Polishing: Front of badge shall be hand polished with all panels and smooth areas brought to a high shine. All scratches and rough edges shall be removed. Rear of badge shall be sand blasted for clean, even appearance. Gold Finish: Heavy Gold Electrolytic (HGE) or Equal Material, typed over a nickel sub-base with a minimum thickness of 100 millionths of an inch. A baked protective coating, crystal clear, UV and abrasion resistant will be applied over the gold finish. No air-dried lacquers will be allowed. Enamel: Vitreous Hard Blue Enamel. (No epoxy enamels will be accepted). Color: Blue # 1693 supplied by Thompson Enamel or Equal material. Hallmarking: All badges shall be hallmarked with the maker's identity and country of origin. All badges SHALL BE U.S.A. MADE and made to resemble as closely as possible, the Government-furnished design that is provided to the contractor. The contractor shall be responsible for affixing the TSA logo onto each badge by suitable means. Packaging: Badges shall be packaged individually in re-sealable, zip lock style plastic bags displaying the company name on each plastic bag. Badges shall be boxed in groups of 150 units. The range of badge numbers enclosed in each box shall be noted on the outside of the box. 0002 - Leather Badge Cases Dimensions: Case Size Closed: 3 1/4 X 5 inches Case Size Open: 7 1/2 X 5 inches ID Window Size: 2 3/4 X 4 5/8 inches maximum Exterior Leather Case: Durable 7-9mm full-grain dye struck cowhide leather, satin black finish with light hair cell. Leather Flip Out Mount: 1.4 inch 1/6mm thickness full-grain black smooth finish with 2 holes equally spaced across the top of the mount. Leather Surrounding Badge Cut: Black-bonded robus ultra flex 71 or equal, 3.0mm with hair cell finish that is an exact fit for the TSA badge. The actual dimensions of the TSA badge will be provided to the manufacturer. A felt cover should be in place over the top window of the case and also on the rear of the bottom window panel. Edge Treatment: Rounded edges All credential cases shall be U.S.A. made and manufactured to resemble as closely as possible, the government furnished design that is provided to the manufacturer. 0003 - Badge Credential Inserts Custom Lasrpak Credentials, 2 colors front, 1 color back 2 1/2 X 4 1/4 inches In accordance with manufacturing the required credential inserts, the following related materials will also be included in this statement of work: a) New Plate Design for custom credential inserts b) Custom Advantage Security Image c) Custom Advantage Tooling Charge d) Custom Advantage Pouch 2 1/2 X 4 1/4 inches e) Plain Credential Pouch, No Advantage f) Custom Indentiguard TSA Seal Custom Dieguard 0004 - Hat Badges General: The badges shall be designed of one- piece construction in accordance with approved technical specification provided by TSA. The badge shall be shaped with a surmounted eagle and shall be struck with the necessary amount of blows to ensure maximum detail. Size: Badge Height: 2 9/32 inches Badge Width: 2 11/32 inches at widest point Manufacture: Coining Method: Die struck with a Male and Female Die Set. Die Set includes all dies and tools necessary for complete badge manufacture. All Blanks (badges) shall be trimmed and free of burrs and rough edges. All Blanks struck solid. Material: Type of Brass: 95/5 Gilding Brasses. Thickness: .080 inch (12 gauge) (HGE) Heavy Gold Electroplate Finish with Fired hard Enamel Stoned Flush with the surrounding walls and polished to remove any imperfections. Attachment: Brass Screw Post with Round Lock Nut. The screw post will be located on the rear and direct center of the hat badge. Polishing: Front of badge shall be hand polished with all panels and smooth areas brought to a high shine. All scratches and rough edges shall be removed. Rear of badge shall be sand blasted for clean, even appearance. Gold Finish: Heavy Gold Electrolytic (HGE) or Equal Material, typed over a nickel sub-base with a minimum thickness of 100 millionths of an inch. The range of badge numbers enclosed in each box shall be noted on the outside of the box. The Contractor shall take direction from Mr. Alonzo Webb, 202-493-1691 to schedule deliveries. Delivery shall be made no later than sixty (60) days after date of award by F.O.B. Destination to the Department of Transportation at the following address: U.S. Department of Transportation TSA, Transportation Security Administration 301 7th Street, SW Washington, DC 20590 The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation -- Commercial Items applies to this solicitation and the specific evaluation criteria included in paragraph (a) of that provision is Quality of Product Samples. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with response to this RFQ. The subsequent purchase order for supplies shall include the clause at 52.212-4, Contract Terms and Conditions -- Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items shall also be included in the purchase order. The Government shall provide the contractor with electronic versions of the TSA logo and detailed pictures for how the badge should look upon written request to the Contracting Officer. This effort shall result in a firm-fixed price (FFP) purchase order for supplies. In addition to the quotation, the contractor shall submit one (1) completed product sample badge with the affixed TSA logo for review by the Government by the indicated date that offers are due. The Government shall evaluate quotations based on approval of contractor's product sample, price, and delivery/availability. OFFERS ARE DUE BY CLOSE OF BUSINESS (5:00 P.M.) ON JULY 31, 2002. CONTRACTORS SHOULD MAIL THE QUOTATION, REPRESENTATIONS AND CERTIFICATIONS AS REQUIRED BY FAR 52.212-3 (SEE ABOVE), AND THE PRODUCT SAMPLE FOR THE BADGE AND HAT BADGES AS REFERENCED ABOVE.
