Description
This requirement is for the acquisition of engineering support, analysis and documentation control in the technical and program management areas of warhead research, development, test, and evaluation; weapon system engineering, missile dynamics, system safety, nuclear hardening, electromagnetic environment effects, target vulnerability and system lethality, configuration management, quality assurance and system integration. Efforts under this requirement will support the following representative programs: STANDARD Missile, Insensitive Munition Advanced Development, Vertical Launching System, Mission Responsive Ordnance, Reactive Material Enhanced Warhead, Advanced Ordnance Section, Conventional Fuze and Warhead, and Evolved Sea Sparrow Missile. Tasks will provide support for the design, system engineering, computer simulation, system integration, analysis, test and evaluation, transition to production, risk management, quality and configuration control, management planning and support of various missile and projectile systems and components thereof. Typical tasks include engineering and design studies and analysis of ordnance sections; components and warheads; technical analysis, including Hydrocode, of ordnance systems and warheads including analysis and reduction of test data; analysis and studies of missile systems; analysis and studies to assess the vulnerability of threat targets; missile system engineering support including the development of 3-DOF and 6-DOF flight simulations of various conceptual missiles; technical engineering evaluations of production or in-service of ordnance warheads and other missile and launcher components; test and evaluation support including preparation of test plans, test planning, witnessing tests, and evaluation of data; and developing, maintaining, updating and reviewing test plans, reports, procedures, ECPs, specifications, drawings and program support documents. THIS REQUIREMENT, N00178-02-R-1023, IS SET-ASIDE ONE HUNDRED PERCENT (100%) FOR SMALL BUSINESS CONCERNS. A five-year indefinite delivery, indefinite quantity type contract containing a cost-plus-fixed-fee (term and completion) pricing arrangement is anticipated. The resultant contract will contain an Organizational Conflict of Interest clause. This acquisition is a follow-on to Naval Surface Warfare Center, Dahlgren Division Contract No. N00178-95-D-1023 with Advanced Technology and Research Corporation; 15210 Dino Drive, Spring Pointe Executive Center, Burtonsville, Maryland 20866-1172. The contractor must possess a SECRET facility clearance at the time of contract award. Personnel proposed to support the contract mu st possess a SECRET clearance prior to beginning any effort. The contractor’s primary facility supporting this acquisition must be located such that contractor personnel can be at Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia within 60 minutes. It is anticipated that the solicitation will be issued on 29 March 2002 and close on 03 May 2002. Award is targeted for approximately 1 October 2002. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition arena. Therefore, the solicitation resulting from this synopsis and any subsequent amendments will only be available on the World Wide Web at http://www.nswc.navy.mil/supply and the Federal Business Opportunities site http://www.fedbizopps.gov. Hard copies will not be provided. Vendors should regularly access the NSWCDD and the Federal Business Opportunities Web site to ensure that they have downloaded all amendments. DoD will no longer award contracts to Contractors not registered in the Central Contractor Registration (CCR) database.
