- CBD COMBINED/SYNOPSIS SOLICITATION (Amendment #0001) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source (Reuters New Media, Inc.) under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement (see xvi). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (ii) This Solicitation MDA946-02-T-0044 is a Request for Quote (RFQ) for the following services: Broadcast Communication, Reuters World and Reuters News Report. (iii) This Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08, effective June 27,2002. (iv) The applicable North American Industry Classification System is 514110 and the corresponding size standard is $5.0 million. The Small Business Competitiveness Demonstration Program does not cover this procurement. (v) LINE ITEMS (CLINS): The period of performance under this contract is 5 years (1 year base with 4 - one year renewal option periods). CLIN 001: SERVICES, NON-PERSONAL: Vendor shall provide immediate coverage of Washington, domestic, and where available, world news reports direct on-line, real-time access, unrestricted by other systems or vendors through New Edge service. Services shall be furnished as described herein for the base period, 10/1/01 through 9/30/02. Provide a monthly price for each service based on 50 service users. 0001AA: Broadcast Communication Services; 0001AB Reuters World Service and 0001AC Reuters News Report. CLIN 0002: SERVICES, NON-PERSONAL: Vendor shall provide immediate coverage of Washington, DC, domestic, and where available, world news reports direct on-line, real-time access, unrestricted by other systems or vendors through New Edge service. Services shall be furnished as described herein for Option I period, 10/1/02 through 9/30/03. Provide a monthly price for each service based on 50 service users. 0002AA: Broadcast Communication Services; 0002AB Reuters World Service and 0002AC Reuters News Report. CLIN 0003: SERVICES, NON-PERSONAL: Vendor shall provide immediate coverage of Washington, DC, domestic, and where available, world news reports direct on-line, real-time access, unrestricted by other systems or vendors through New Edge service. Services shall be furnished as described herein for Option II period, 10/1/03 through 9/30/04. The number of service users is 50. 0003AA: Broadcast Communication Services; 0003AB Reuters World Service and 0003AC Reuters News Report. CLIN 0004: SERVICES, NON-PERSONAL: Vendor shall provide immediate coverage of Washington, DC, domestic, and where available, world news reports direct on-line, real-time access, unrestricted by other systems or vendors through New Edge service. Services shall be furnished as described herein for Option III period, 10/1/04 through 9/30/05. Provide a monthly price for each service based on 50 service users. 0004AA: Broadcast Communication Services; 0004AB Reuters World Service and 0004AC Reuters News Report. CLIN 0005: SERVICES, NON-PERSONAL: Vendor shall provide immediate coverage of Washington, DC, domestic, and where available, world news reports direct on-line, real-time access, unrestricted by other systems or vendors through New Edge service. Services shall be furnished as described herein for Option IV, 10/1/05 through 9/30/06. Provide a monthly price for each service based on 50 service users. 0005AA: Broadcast Communication Services; 0005AB Reuters World Service and 0005AC Reuters News Report. (vi) DESCRIPTION OF THE REQUIREMENT: (BACKGROUND) The Assistant Secretary of Defense for Public Affairs serves as the principal advisor and assistant to the Secretary of Defense and senior Department of Defense (DOD) officials for DOD public information, internal information, and all related matters. Critical to the Office of the Assistant Secretary of Defense for Public Affairs mission is the ability to access news information sources on a real time basis to provide public affairs guidance on breaking news and public opinion concerning Defense related matters. (vii) N/A (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 Instructions to Offerors ? Commercial. The following provision is being added as an Addendum: FAR 52.214-31 Facsimile Bids/Quotes. (ix) The following provision does not apply to this acquisition: FAR 52.212-2 Evaluation -- Commercial Items. Award will be based on the best value to the Government. (x) Offers are to include a completed copy of provision FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items. (xi) The following provisions apply to this acquisition: FAR 52.212-4 Contract Terms and Conditions -- Commercial Items. (xii) The following clause is applicable to this acquisition: FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. The following FAR Clauses within the aforementioned clause are being selected as applicable: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-16, 52.222-41, 52.222-42, 52.222-43, 52.222-44 and 52.232-33. In addition the following clauses apply to this acquisition: Addendum 52.204-6; 52.243-1 (Alternate 1); and 52.252-2. DFARS 252.204-7004, Required Central Contractor (CCR) Registration and DFARS 252.212-7001 are applicable to this requirement. Vendors may obtain CCR information by calling 1-888-227-2423 or via the Internet at http://ccr.edi.disa.mil. ONLY FIRMS REGISTERED IN THE CCR ARE ELIGIBLE FOR CONTRACT AWARD. (xiii) Other applicable clauses/provisions: FAR 52.232-12 Advanced Payment, FAR 52.213-2 Invoices, FAR 52.217-5 Evaluation of Options, FAR 52.217-8 Option to Extend Services, FAR 52.217-9 Option to Extend the Term of Contract, FAR 52.232-18 Availability of Funds, and DFAR 252.204-7004 Required Central Contractor (CCR) Registration.
