Description
The Department of Defense, TRICARE Management Activity has a requirement for an integrated health care delivery system combining resources of the military's direct medical care system and a contractor managed care support contract to provide health, medical, and administrative support services to eligible beneficiaries. One solicitation will be issued and three resultant contracts awarded. The geographic areas of coverage for the three contracts are North, South, and West regions. The North includes the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, North Carolina, Wisconsin, Michigan, Illinois, Indiana, Ohio, Kentucky, West Virginia, the Fort Campbell catchment area of Tennessee, the Scott Air Force Base catchment area of Missouri, and the District of Columbia. The South includes the states of Alabama, Florida, Georgia, Mississippi, South Carolina, Tennessee (excluding the zip codes in the Fort Campbell, Kentucky catchment area), Louisiana, Oklahoma, Arkansas, and major portions of Texas. The West includes the extreme western portion of Texas and certain Texas zip codes that are included in the catchment area of Cannon Air Force Base, New Mexico, as well as the states of Arizona, Colorado, Idaho, Iowa, Kansas, Minnesota, Missouri (except for those zip codes which have been assigned to the North Region), Montana, Nebraska, New Mexico, Nevada, North Dakota, South Dakota, Utah, Wyoming, California, Washington, Oregon, Hawaii and Alaska. The period of performance for each of the three resultant contracts includes a transition-in period of 10 months in addition to five one-year option periods. All responsible sources may submit a proposal that will be considered. The proposed contract type is primarily a cost-plus-incentive-fee for health care; however it will include fixed-price award fee, firm-fixed-price, cost-plus-fixed-fee, and requirements line items for other requirements. It is anticipated the solicitation will be issued on or about 1 August 2002. The date for receipt of proposals is anticipated to be 1 November 2002. Copies of the solicitation will be available electronically on the TMA website at http://www.tricare.osd.mil/contracting/healthcare/solicitations/MCSS. Paper copies will not be available.
