Description
NASA-Ames Research Center (ARC) is hereby seeking capabilities from large, small (SB), small disadvantaged (SDB), HUB Zone and Women-owned small businesses (WOB) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the anticipated competition of the Business Operations and Technical Services contract. The potential contract is for professional, administrative, and management support services which will enable Ames Research Center to fulfill its mission. The scope of work for this procurement will provide a variety of professional and para-professional functions to various divisions at Ames Research Center, Moffett Field, California. which will includes the following: key technical requirements include support to the following functions: (1) scientific and technical information, including video, photo, publications, printing and library services; (2) human resource management and training; (3) acquisitions; (4) equal opportunity and affirmative action; (5) commercial technology; (6) public affairs and education outreach; (7) legal office; and (8) related administrative programs. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. While the Government acknowledges that many companies have the capability to perform any one or even several of these functions, the Government expects to contract with a firm that has the overall capability to manage this total effort. The Government is requesting from interested large, SBs, SDBs, WOBs, and HUB Zone businesses a capability statement of three pages or less indicating the ability to perform all or parts of the effort described herein. ARC is an ISO 9001 facility and has been recommended to receive OSHA VPP Star Certification later this year; and consequently, interested parties will need to address experience working within these environments. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). In addition to this announcement, a draft acquisition plan (DAP) will be posted. This plan provides additional information on the pending procurement and also requests industry input on a variety of questions mentioned throughout the document. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to NASA Ames Research Center, M/S 241-1 Attn: Christine Munroe, Contract Specialist, Moffett Field, California 94035-1000 no later than July 31, 2002.
