Description
DESCRIPTION The U.S. General Services Administration's National Capital Region (GSA NCR) plans to issue a Request for Qualifications (RFQ) for the redevelopment of the Old Post Office (OPO), a property that is listed on the National Register of Historic Places. The OPO is located on Pennsylvania Avenue in Washington, D.C., in the heart of the Federal Triangle. GSA is seeking proposals to redevelop the OPO under Section 111 of the National Historic Preservation Act of 1966, as amended, which allows GSA to enter into long term leases for assets listed on the National Register of Historic Places. The successful developer will be responsible for the rehabilitation, preservation and adaptive re-use of the OPO and the redevelopment of its annex. DEVELOPER SELECTION The two-phase process to select a developer includes: Phase I: RFQ to solicit proposals from developers which will enable GSA to identify the most responsive developers; and Phase II: Request for Proposals (RFP) to review detailed proposals from each of the most responsive developers and select the developer(s) that best meets GSA's criteria. GSA will then negotiate a lease with one or more of the developers under Section 111 of the National Historic Preservation Act, as amended and execute that lease with the most responsive developer. The draft RFQ will be posted on the OPO website (www.gsa.gov/oldpostoffice) on Monday, July 15, 2002. Prospective developers are invited to review the draft and provide comments to Robert Roop at the following address by Monday, July 22, 2002. GSA plans to issue the RFQ July 31, 2002.
