- NEW CONSTRUCTION FOR THE U. S. GOVERNMENT The General Services Administration (GSA) is seeking offerors to design, construct and maintain an office building under a long-term lease arrangement: Location: The Government?s intent is to transfer an assignable option to purchase a pre-selected site to the successful Offeror as part of a lease agreement. The site is 10.8 acres and is located at Damen Avenue and Roosevelt Road in the Illinois Medical District, Chicago, Illinois. Square Footage Requirement: The successful Offeror will construct a building for lease by the Government. The site will accommodate an office building; annex facility and an enclosed parking garage structure for 520 vehicles. Code required parking is to be provided in addition to the above requirement. The facilities shall consist of a minimum of 393,674 net rentable square feet equating to 342,325 ANSI/BOMA Office Area and related space, meeting US Government specifications. The Office space will consist of 345,167 rentable square feet and the Annex facility will consist of 48,507 rentable square feet. Offerors will be required to submit proposals based on the configuration of the Damen/Roosevelt site. Building: This solicitation will be conducted under the guidelines of the Design Excellence Program and is a two-stage leasing procurement. This program stresses design creativity and quality. Construction will have to comply with specified state-of-the-art technology and provide a minimum floor template of approximately 35,000 to a maximum of 40,000 square feet. Term: Term of the lease will be for thirteen or fourteen years firm, as determined by the Government through negotiations.
