Description
NAICS Code: 54162 The U.S. EPA, Office of Research and Development (ORD), intends to negotiate on a sole source basis, under the authority of FAR 6.301, to Dr. Peter Woodbury of the Boyce Thompson Institute for Plant Research, a continuation of revise updates to the previous findings in Section 5.6 of the 1996 ozone Air Quality Criteria Document (AQCD) based on a review of the literature published since that document for the current ozone AQCD. Dr. Woodbury has designed and created Geographical Information Systems (GIS) and ecological risk assessment models. In addition to designing and creating (GIS), Dr. Woodbury has developed ecological risk assessment models that can analyze these exposure and has conducted research comparing chamber and field exposures of crops to tropospheric ozone. Time is of the essence as the revised ozone AQCD is schedule to have the first draft by September 30, 2002 in order to provide the scientific basis for re-evaluating for the ozone air quality standards. Duties include (1) Update Literature and Write Draft Section, (2) Attend Peer Review Workshop (3) Prepare written response to workshop comments and revise written summary and critical evaluation. This requirement also, includes Optional Tasks in which the Government may or may not choose to exercise: (1) Review public comments, attend and participate in CASAC meeting, (2) Revise Section of 1st ERD for 2nd ERD based on comments received. To the best of EPA's knowledge, Dr. Woodbury is the only source that can meet the above requirements. However, any firm which is capable of meeting these requirements may submit technical documentation to establish that it can comply with the specifications. Only those firms presenting such documentation will be considered. Any technical documentation must be submitted to the point of contract with in 15 days of electronic posting of this notice. A determination by the Government not to compete this proposed acquisition, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS Code is 54162.
