Description
The Marine Corps Systems Command is the lead procuring activity on a joint U.S. Air Force, Army, Navy, and Marine Corps requirement for a Joint Warning and Reporting Network (JWARN). This requirement will be procured utilizing best value, full and open competition. The intent of the JWARN program is to provide the Joint Forces with a comprehensive analysis and response capability to minimize the effects of hostile Nuclear Biological Chemical (NBC) attacks or accidents/incidents. Currently, the NBC community follows manual procedures to initiate the warning and reporting of NBC threats and hazards. JWARN will automate these functions, as well as the transfer of NBC detector/sensor data to the Command and Control Center or NBC Control Centers. The consolidated information, in conjunction with weather and Position Location Information (PLI), will support the development of NBC warnings, contaminated area predictions and overlays showing areas of actual contamination (in accordance with ATP-45). The NBC information then automatically becomes a part of the Commander's Critical Information Requirements (CCIR), and Essential Elements of Information (EEI) supporting the decision making process. In this manner, JWARN will support the near-real time warning and reporting of NBC attacks. Furthermore, JWARN data will support the generation of plans and reports, and provide access to specific NBC information to improve the efficiency of warning and reporting procedures. The JWARN program is using an evolutionary acquisition approach that divides the program into three (3) blocks and a Pre-Planned Product Improvement effort to meet the emerging needs of the warfighter. Acquisition of Block I software quantities has been completed. This solicitation supports the procurement of Block II System Development and Demonstration (SDD), and Block III SDD and Low Rate Initial Production (LRIP) which encompasses the entire scope cited above, on a Cost Plus Incentive Fee (CPIF) basis with Firm Fixed Price (FFP) options for training and technical support. The Government intends to award a Firm Fixed Price (FFP) follow-on production contract to the successful offeror for this Block II and III SDD effort. The JWARN solicitation and other applicable documents have been posted to the JWARN website. Potential offerors should view the JWARN website as no further information will be posted to FEDBIZOPPS.
