- 17. Naval Undersea Warfare Center, Division Keyport is contemplating award on a sole source purchase order to Information Handling Services for the renewal for a desktop Internet-based commercial industry standards subscription, accessible to the desktop of NUWC Division Keyport Engineers. NUWC Division Keyport is contemplating a base year contract with option to renew on an annual basis for up to five years. Subscription must provide 100% accessibility to these documents through an internet-based index and search engine that will provide bibliographic information on U.S. and International Commercial Standards. The documents must be viewable online in PDF or HTML format, be fully printable, downloading and saving full content of all documents for ?official Government use?, must be provided in a licensing arrangement which will permit authorized downloading to harddrive or flop py disc. The subscription shall require username and password access, means to change usernames and passwords within two (2) days notice, must include contract services, to allow tracking of subscription usage and monitor access of the licensed products. Contractor shall provide usage reports quarterly, identifying the number of times each standard was accessed and by whom, require instantaneous online access to all specified collections seven (7) days per week, 24 hour access. Mandatory data collections and user level access that represent the minimum requirements for services are; eight (8) simultaneous user access to NUWC for Haystack; four (4) simultaneous user access for DOD Adopted Industry standards (must include at minimum, DOD adopted standards from ASTM, AIA/NAS, SAE, NEMA, EIA/TIA, UL, ASME, ANSI, AWS and all must be provided in electronic format via internet base d network.); two (2) simultaneous user access for CATX, Catalog Express, DSS historical complete; one (1) simultaneous user access for SAE, ASQ, NEMA, AIA/NAS, ASTM, AGMA, ASME, EIA, IEEE, IPC. Internet access shall be via high-speed connections on contractor owned equipment. All specified collections shall be accessible in electronic format via Internet. The website shall ensure privacy and security of users. Supplier must provide number of users by organization and according to the following breakdown; (a) weekly users, (b) monthly users; (c) annual users; (d) rare users; and (e) total users. Supplier must provide training services to all major sites, and options for additional training at specific requested sites. Must provide ongoing customer support to include online help (via internet/email notifications), toll free help via phone and e-learning classes. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-08. The requirements are to be delivered by 01 Aug 2002, acceptance to be at Naval Undersea Warfare Center Division Keyport, with FOB Destination. The following provisions apply to this solicitation, 52.212-1 Commercial Items; 52-212-3 Offeror Representation and Certification-Commercial Items, a completed copy of the provision at 52.212-3 to be submitted with vendor quote; 52-212-4 Contract Terms and Conditions ?
