Description
The Naval Surface Warfare Center, Carderock Division, has a requirement to obtain engineering scientific and programmer support services to perform task assignments in support of a Naval Surface Warfare Center, Carderock Division (NSWCCD) Prototype Development Facility (PDF) line of related products for the development of new capabilities for sonar and combat control systems, radar, electronic warfare, and other sensor systems to effect realistic team training for submarine training facilities. Task areas include Simulation of Undersea Warfare Tactical Systems and Stimulation of Undersea Warfare Tactical Systems. Tasking may involve participation in specific programs such as Interactive Multisensor Analysis Training (IMAT) and Sonar Employment Trainer (SET), Sonar Tactical Decision Aid (STDA), Scalable Tactical Acoustic Propagation Loss Engine (STAPLE) and Submarine Multimissi on Team Trainer Phase 3 (SMMTT3). NSWCCD develops some of these systems in conjunction with Space and Warfare Systems Center (SPAWARSYSCEN) in San Diego, CA. The contractor must have both a facility clearance and each member of the team proposed must have a clearance at time of award in order to be able to work on the task. The resultant contract type will be a IDIQ, Cost-Plus-Fixed-Fee (CPFF), and will include a base requirement for five (5) years. The requirement is 100% set-aside for small business. All potential offerors submitting requests for this solicitation shall indicate their current size status; small disadvantaged, small, large, 8(a), or hbcu, etc. This requirement is listed under NAICS Code 334511, which establishes the small business size standard as 750 employees. All requests for this solicitation shall be in writing, submitted by email to pearma nmr@nswccd.navy.mil or fax to (301) 227-5784, Attn: Code 3322, Ms. Michelle Pearman or by letter to Naval Surface Warfare Center, Carderock Division, Attn: Code 3322 (Pearman), 9500 MacArthur Blvd., West Bethesda, MD 20817-5700. Requests shall also include the offeror's address, point of contact, phone number, e-mail address, and size status. Those offeror's who submitted their request via e-mail will receive an e-mail notification when the solicitation and any respective amendments are available for download from the NECO website. Offeror's who do not have Internet access shall formally request that a hardcopy of the solicitation and any amendment be sent to the address indicated in their request letter. It is anticipated that the solicitation will be released on or about 30 August 2002, with the receipt of proposals due thirty (30) days thereafter.
