- Description
- This source selection procurement is set-aside for eligible 8(a) firms. The project is for the construction of a one story Operations and Training Facility, including but not limited to cast-in-place concrete, reinforced masonry, structural steel, metal fabrications, exterior insulation and finish system, simulated clay tile roofing, aluminum doors and windows, plastic doors, wood doors, veneer plaster, gypsum board, ceramic tile, acoustical ceiling, resilient flooring, wall covering, painting, toilet partitions and accessories, signage, lockers, mechanical, electrical, civil, landscape, fire protection, and incidental related work. The location of the work is at the Andersen Air Force Base, Guam, Marianas Islands. The performance period is 435 calendar days from the date of award. The estimated price range is between $1,000,000 and $5,000,000. Evaluation of contract award is based on Factor (A) Price and Factor (B) Technical. Factor (B) Technical has four sub-factors which are: (1) Past Performance, (2) Key Personnel and Experience, (3) Safety and (4) Construction Management. Contract award will be made to the offeror representing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Offerors can view or download the solicitation package at the website address: http://esol.navfac.navy.mil on or about 01 August 2002. The due date for receipt of proposals is within 30 calendar days from the date of availability of the solicitation. This procurement is limited to 8(a) firms certified for participation in the 8(a) Program who are serviced by the U.S. Small Business Administration (SBA), Hawaii District Office, 300 Ala Moana Boulevard, Ste. 2-235, Honolulu, Hawaii 96850. Firms that are not serviced by the Hawaii District Office, but who have verifiable office and employees located within the geographic area serviced by the Hawaii District Office at the time of this FedBizOpps announcement, are also eligible to submit offers. All other firms are deemed ineligible to submit offers. The North American Industry Classification System (NAICS) Code is 233310. There is no requirement that 8(a) firms have NAICS Code 233310 approved by the SBA for use in their business plans.
