- Description
- This solicitation includes two elements of work: (1) the design and construction of 178 new family housing units including site development; (2) the demolition of 177 existing general area as the new construction; and (3) community center including site development. Construction to be provided under the design/build concept. All work is located at Naval Air Station (NAS), Lemoore in the existing on-base family housing area. Contract completion time is 650 calendar days. The cost ceiling for this procurement is $36,800,000. This procurement is unrestricted. The North American Industry Classification System (NAICS) Code is 233210 and the Standard Industrial Code (SIC) is 1521 with a related small business size standard of $ 27,500,000. The contract will be awarded to the firm providing the proposal with the best value to the Government using the following technical criteria as outlined in the solicitation: (1) Past Performance; (2) Corporate and Key Personnel Experience; (3) Commitment to Small Business; (4) Dwelling Unit and Community Center Design; (5) Site Design, Engineering, Material, Quality and Maintainability; and (6) Building Engineering, Material Quality and Maintainability and Environmentally Sensitive Design/Sustainable Design. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH THE INTERNET. Plans and specifications will NOT be directly provided in a paper hard copy format. Notification of any changes to this solicitation will be made ONLY on the Internet site. It is, therefore, the contractor's responsibility to check the below listed Internet site daily for any posted changes in this solicitation?s plans and specifications which will be available on or about 6 August 2002. Download from the Internet is free of charge; however, the plans and specifications may take time to download. The address for downloading this solicitation from the Internet is http://esol.navfac.navy.mil. The official plan holders list will be maintained on, and can be printed from this Internet site. All prospective offerors must register as plan holders on the Internet site for this project. Each company must include its name, address, phone number, and e-mail address, identify whether the firm is a prime, sub, or supplier, and indicate whether firm is a large, small, small disadvantaged, women-owned, historically underutilized business zone small business or service-disabled veteran owned small business.
