- Solicitation N00421-02-T-0130 is issued as a request for quote (RFQ). This action is set aside for small business. The Government intends to purchase on a firm fixed price basis and to solicit and negotiate the proposed purchase order on a sole source basis with Federal Fabrics Fibers, Inc. for the part numbers listed below, under the authority of FAR Part 6.302-1. Federal Fabrics Fibers, Inc. is the only company that can provide the tent that will meet the following minimum Government requirements: 1) the tent must be free of any metal to allow the RF energy to pass through; 2) the tent must be at least 20 feet wide, 20 feet long and 10 feet high; 3) the tent must be able to be set up by only three (3) people up to 50 times with a guarantee of NO problems; 4) the tent must also support a boost assembly to allow a physical connection to the EEP communications shelter; 5) the tent must provide a second access point to the outside for personnel to enter; 6) the tent must support openings for standard Army Environmental Control Units (ECU's); (7) the tent must be able to support a snow load of 8 lobs per sq. ft. and a wind load of 50 MPH and gusts up to 65 MPH; (8) the tent must be double skin, with vents between 2 skins that reduce the solar load in extreme temperatures, and can be closed at night for a 50% lower ECU load. The contract line item number and description is *** CLIN 0001: Green Shelter, quantity 1 each, P/N AC2-2024 v4.0, CLIN 0002: Tan Shelter, quantity 1 each, P/N AC2-2024 v4.0 and CLIN 0003: 220V Blower, quantity 2 each, P/N FPZ DS40 3P. *** Award is expected 26 July 2002. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by 26 July 2002. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
