Description
(17) This is a notice of intent from the Naval Air Systems Command, Patuxent River, MD, to negotiate with General Electric Aircraft Engines on an other than full and open competition basis for a total logistics support program for the F414-GE-400 engine. Total logistics support for the F414-GE-400 engine includes: supply support, depot maintenance, material management, transportation, field support for the peculiar components of the F414-GE-400 engine, engineering support [including repair development and design changes in support of reducing Engine System Life Cycle Cost and management of activities required to monitor, direct and submit Engineering Change Proposals (ECPs), requests for deviations, requests for waivers, and Specification Change Notices (SCNs)] and Integrated Logistics Support (ILS.) A Fixed Price type contract will be awarded for the procurement of this program. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. GEAE is the prime manufacturer of the F414-GE-400 aircraft engine and is uniquely qualified to perform the logistical and manufacturing effort and coordinate the engineering effort necessary to execute the full scope of the Navy's requirement for this program.
