Description
This is a Pre-Solicitation Notice for a full and open competition. This Request for Proposal (RFP) will ONLY be released and available electronically at http://www.fedbizops.gov. Accordingly, No telephone, fax or email requests will be accepted. Since the RFP will only be available electronically, it will be the responsibility of interested parties to monitor the Federal Business Opportunities websites for any amendments. The Estimated release date of the RFP is July 31, 2002 and estimated date of proposal due is August 30, 2002. The Federal Highway Administration (FHWA) anticipates awarding one contract to obtain accurate payment layer thickness and dielectric constant data at a selected number of Long Term Pavement Performance (LTPP) test sections using Ground Penetrating Radar (GPR) technology. This RFP was previously issued January 18, 2002 but was cancelled February 15, 2002 due to new regulations from the FCC. Those regulations created strict guidelines that none of the existing GPR equipment could meet. The FCC modified those regulations on July 12, 2002. The modified regulation grants a waiver to operators of GPR equipment that owned their existing equipment prior to July 15, 2002. The waiver is effective July 15 but the equipment must be registered with the FCC by October 15, 2002 or the individual wavier is cancelled.
