- The Federal Aviation Administration is issuing this Screening Information Request (SIR) in order to solicit vendor input to determine their ability to provide a commercial Regulatory Information System (RIS) product to the Flight Standards (AFS) community. This solicitation will be a limited competition for those vendors who replied to Public Announcement "Program Title: Regulatory Information System (RIS) Software Product" dated April 18, 2002 with a satisfactory statement of capabilities.
