Description
It is the intent of the National Library of Medicine (NLM) to procure continuation of professional research, writing production, and publication management services on a sole source basis from Margaret Kubale, Cincinnati, Ohio. The journal Public Health Reports (PHR) is the official Journal of the U.S. Public Health Service. The journal is published six times a year with several additional supplements each year. PHR is need of a writer/editor/production manager to assist Journal contributors with rewriting manuscripts, editing all manuscripts to make them consistent with Journal templates and protocol, compiling articles into issues, working with the design and layout contractor, and assisting in the planning and compliance with publication schedules. Margaret Kubale was a principal developer of the Journal's current style. She is familiar with the process in which she helped establish over the last year. Also during the last year she has worked closely with the Journal's design and layout contractor (CCSI) and the publisher (Oxford University Press) and has a thorough working knowledge of how those two entities process the Journal's work. This knowledge is a prerequisite to this contract because a new contractor would require time to learn the aspects of the design and how to interact with CCSI and Oxford. This would cost the government significant additional time and funds to accomplish. She has worked with Public Health Reports and has had a hand in establishing the current procedures and practices of the Journal. Margaret Kubale is uniquely qualified. The proposed acquisition will be procured under FAR Part 13 - Acquisition for Non-Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
