Description
The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Jesus People Against Pollution (JPAP), Columbia, MS 29429 in accordance with FAR 13.106-1(b)(1) for a continuation of existing services. The JAPA shall perform the following tasks: (1) Purchasing additional computers and printers to increase the community's ability to access the NLM databases. (2) Coordinating a field trip for approximately 10 youth (high school and/or college students) from the Columbia, MS area and/or surrounding area to visit the NLM. The students will learn about the products and services of the NLM during the visit and will be introduced to health careers options. (3) Conducting two sessions in which they share information about the NLM and it's products and services with other organizations in the Columbia, MS area. The goal of these sessions will be to stimulate these organizations to work with JPAP on environmental education issues and to improve the awareness of the community of environmental information on the web. Jesus People Against Pollution (JPAP) is a grass roots environmental justice organization located in Columbia, Mississippi. The organization was created in response to an explosion at a local chemical plant that resulted in severe exposure of the community to toxic substances. JPAP's primary mission is to achieve environmental and economic justice for the persons living around the Reichold Chemical Co./Newsom Brother Superfund Site in Columbia. JPAP collaborated with the NLM during fiscal year 2001 on the Addressing Health Education and Diseases or AHEAD initiative. For this project JPAP opened an Information Resource Center in Columbia, MS and provided access to NLM's databases and other government produced environmental health information to the Columbia community. JPAP also identified and worked with other local church ministries, schools and community-based organizations in the region between Jackson and Columbia, MS to share resources and information about the NLM databases. NLM shall provide JPAP with a manual to be used to conduct future training sessions in the Columbia community. JPAP has set out to educate the impacted communities about the availability of toxicology and environmental health information so that the community can better understand the relationship between environmental exposure and disease. There continues to be an urgent need to address the lack of access to toxicology and environmental health information and to improve the understanding of the relationship between environmental exposure and disease in the Lower Mississippi Delta region. Residents of Columbia, Mississippi have an even greater need to gain electronic access to health information resources given the documented environmental exposure they have already suffered. Continued support of the AHEAD initiative will ensure timely access to information regarding prevention, diagnosis, and treatment options regarding environmental issues. JPAP is uniquely capable of assisting the NLM with this effort because of their history of activities and involvement in Columbia, MS and surrounding communities. JPAP has been active in this region since 1992 and is headed and staffed by individuals living in the community that have suffered from exposure to toxic substances. In addition, JPAP has developed extensive working relationships with members of the community, other community groups, local government, the state of Mississippi and the federal government. This notice of intent is not a request for competitive quotations. However, the Government will consider all quotations received 15 days from the date of publication. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date of the purchase order is August 1, 2002.
