Description
The Laboratory of Human Carcinogenesis (LHC) of the Center for Cancer Research, National Cancer Institute is seeking a contractor to provide a single software programmer with a degree in biomedical sciences, physics, mathematics or engineering, combined with computer science and a minimum of 4 years current experience in programming in dBase III/IV to support the LHC LABMGR System. (This is a system of databases used in the storage, monitoring, analysis and reporting of data acquired or developed in the LHC through the collection, experimentation, and analysis of animal and human tissues.) The contractor shall service the LHC LABMGR systems, designed and developed for LHC research programs. The existing research laboratory manager software system is for studies of the mechanisms of human cancer using tissues, cells, cell lines, plasmids, recombinant DNA, and carcinogens all of which have separate menu-driven databases. This contract requires a single programmer to interconnect and network nine LABMGR programs in dBase formats, manage the LAN, database emergencies, modifications and updates in Windows environment. The programmer shall have sufficient science training and experience to interact with scientists for logic and design of systems in biology, immunology, pathology and epidemiology. It is anticipated that a single cost-reimbursement term (level of effort) type contract award will be made for a five-year period of performance with optional, incremental funding each year. This service is currently performed under contract N02-RC-76206, Advanced Medical Systems Consultants, Fairfax, Virginia. This acquisition will be 100% set aside for small business. NAICS code 541511 with a size standard of $21 million. To assist in the preparation of a proposal, the Government considers the effort to be 728 hours annually. The solicitation is scheduled for electronic release approximately July 30, 2002. The proposals will be due approximately 30 days following the actual date of RFP issuance.
