Description
The Centers for Medicare and Medicaid Services (CMS), intends to award on a sole source basis, under the Simplified Acquisition Procedure (Dollar Threshold of $100,000), a firm fixed price award to Tennessee State University, Center for Health Research, 3500 John A. Merritt Blvd., Nashville, Tennessee 37209. The acquisition is for the Historically Black Colleges and Universities (HBCUs) Health Services Research Conference - Improving Health Outcomes and Health Disparities." This conference is a partnership between the Centers for Medicare & Medicaid Services (CMS) and Tennessee State University. CMS is partnering with this HBCU to: 1) enhance the capacity of HBCUs to work with CMS, 2) share information about CMSs HBCU Health Services Research Grant Program, and 3) discuss strategies to address the differences in health status, barriers to care, and health disparities related to the African American community. The conference will highlight the existing disparity in health status of African American communities and feature ongoing research efforts of HBCU researchers. It will serve as a conduit to bring together HBCU researchers to share their research. Furthermore, this conference will set the stage for future collaborative work and move closer to healthy people 2010 objectives of reducing disparity in health care. The Office of Research, Development, and Information (ORDI)/HBCU Workgroup is collaborating with Tennessee State University to conduct the conference. The coordination and management of all aspects of the conference will be centralized through the contractor. The conference is designed to: (1) Describe successful HBCU research projects targeted to the African American community. (2) Discuss emerging approaches to address the differences in health disparities, health status, and barriers to care. (3) Share research results regarding the HBCU Research Grants Program. (4) Provide a forum for discussion about the HBCU projects and implications for policy decisions regarding minority health. (5) Encourage more HBCUs to respond to CMSs Office of Research, Development, and Information issuance of Request for Proposals from HBCUs. (6) Encourage HBCUs to pursue funding at CMS and other federal agencies, to seek any needed technical assistance or information from CMS, and to submit high quality applications for funding. (7) Promote research that will be aimed at developing a better understanding of health care services issues pertaining to the African American communities. The conference provides a forum for discussions about the HBCU research projects as well as discussions regarding research implications for policy decisions for minority health. Attendees will see and hear the research presentations of completed and ongoing research. The information shared are project goals and objectives, target population, study design, data, data collection process, intervention strategies, research questions or hypotheses, and coordination with community organizations. The contractor will be engaged to develop and implement a system which would include direct contact with the participants for the purpose of fully informing them about the conference, determining their intent to attend the conference, and taking care of the logistics. A greater awareness and involvement of HBCUs in CMS programs will serve four important purposes: o To conduct research on issues that have an impact on the health status of the African Americans. o To serve as a bridge between CMS and HBCUs that have a significant impact on the health of African Americans. o To increase the pool of HBCUs researchers available in carrying out the research, demonstration, and evaluation activities of CMD. o To fulfill the spirit of Executive Order 13256 (HBCUs) in which the President has order federal agencies to support the development and increased the utilization of the resources. The contractor shall supply all the personnel, materials, and supplies needed to carry out this scope of work. The contractor shall have a thorough and demonstrable understanding of Historically Black Colleges and Universities (HBCUs), their needs and capabilities, and shall conduct communications with the appropriate institutions and their faculty members and researchers. The contractor will make contacts with the appropriate HBCUs about the health services research conference. It shall facilitate the development and implementation of this conference. The project will involve the following major tasks: Task l. Make direct contact with all participants for the conference informing them about the conference. (End of Month 3) Task 2. Send out invitation letters and agenda to the participants for the workshop. (End of Month 2) Task 3. Carry out all logistics for the workshop, i.e., Confirmation list, program support, lodging and meal, workshop registration, name tags, materials, A/V equipment, workshops, and others. (Three Months-Completion) Task 4. Provide for ORDI project director review and approval of materials produced by the contractor to be mailed to the HBCUs. (Regular Activity) Task 5. Work directly with OSP project director in coordinating the conference activities. (On going) The Contractor shall (1) Provide a memorandum of understanding in regards to the contractor's understanding of the issues and requirements discussed and accepted for this project. (2) Provide progress reports to the ORDI project director keeping him apprised of the project activities, including tasks completed and planned project activities. (End of 3 months) (3) Provide ORDI project director with the names, phone numbers, and mailing addresses of HBCUs and others participating in the workshop. (End of month 4) (4) Produce a final report for the conference (one month after the project) Tennessee State University has the expertise in planning, design, development, and implementation of programs focusing on assessing barriers to care and differences in health status of African American populations and improving health outcomes for this minority population. This HBCU has the necessary experience and unique capability to put on this type of workshop. As a historically Black university, the primary mission of Tennessee State University is to educate minority students. The university prepares its students for careers in a number of academic/health related fields. The university offers programs of study ranging from bachelor degrees to doctoral and professional degrees. Educational opportunities are provided for traditional and nontraditional students, offering scholarly interaction among diverse people. The university is committed to a broad program of research, both basic and applied, and creative work to stimulate the faculty and students in a quest for knowledge and to aid society in resolving its scientific, technological, socioeconomic, and cultural problems. The school's program for health professions provides the necessary level of expertise required and also provides technical assistance to other HBCUs in support of their efforts to pursue research activities. Further justification for the sole source award to Tennessee State University resides in its technical capabilities, which have been applied in the past to HBCUs projects similar to that within the Statement of Work for this proposed contract. Furthermore, CMS staff determined the conference should be held in Nashville, Tennessee because of its closeness to other HBCUs in this region. All responsible sources may submit capability statements in consideration to the Agency at the above address.
