Description
The U.S. Department of Energy - Oak Ridge Operations plans to award multiple award fixed-price task order type contracts for processing services for recovery and optional down blending of enriched uranium scrap materials generated in DOE production and research and development efforts. This work is currently being performed by BWX Technologies, Inc. Naval Nuclear Fuel Division (BWXT), and Nuclear Fuel Services (NFS) under five-year, fixed-price task order contracts. The combined value of the contracts over the five-year period is approximately $14 million. DOE plans to award identical contracts to all responsible offerors possessing all the necessary qualifications and capability to perform this work. Tasks will be competed among those contractors having the qualifications and capability to perform the work. Based on our market research, BWXT and NFS are the only sources possessing all the necessary qualifications and capability to perform this work. The materials to be processed are a wide variety of scrap generated in the DOE complex. Over a five year period, the overall effort will involve approximately 2,000 kilograms uranium (kgU) of scrap which will be unirradiated or slightly irradiated and enriched to greater that 20 percent U235. Some scrap will be security classified, Confidential-Restricted Data, by composition. The scrap categories that are to be processed include: (1) miscellaneous uranium/zirconium scrap; (2) enriched uranium that is clad in stainless steel scrap; (3) enriched uranium/aluminum metal and oxide in a mixture of various metallic and nonmetallic oxides; (4) enriched uranium in metallic cladding; (5) enriched uranium/carbon inter-metallic and mixtures; (6) enriched uranium hexafluoride; (7) uranium-fluoride compounds and mixtures; and (8) impure oxides and compounds. Some material handling tasks may be required that involve only sampling and/or packaging of HEU. Interested parties must have the following: (1) a Nuclear Regulatory Commission license for Highly Enriched Uranium; (2) environmental permits for uranium processing; (3) processing and storage facilities that satisfy Nuclear Material Safeguards and Security requirements; (4) interface capability with DOE Safe Secure Transport System including certified containers for transportation and storage; and (5) an approved Nuclear Material Control and Accountability Program. The firm shall also have or be able to obtain an affirmative Foreign Ownership, Control, or Influence Over Contractor (FOCI) clearance determination. Additionally, any contractor receiving an award shall take title to, and be responsible for, all wastes and by products remaining after completion of services. Disposal of any wastes or residual materials shall be in accordance with federal, state, and local laws and regulations concerning disposal of such wastes. If disposal services are required, proof of lawful disposal shall be provided to DOE.
