Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Dr. Ralph J. Brodd for research study on rechargeable battery Technologies. The study seeks to apply expertise and experience in technology development, industry production and marketing of rechargeable batteries to gain a better understanding of industry factors-global and domestic-and of the technology characteristics that affect the adoption of new rechargeable battery technologies. In addition, the study will consider the implications of the analysis for ATP's past investments in this and related technology areas and examine possible strategies for overcoming current market difficulties. The proposed work requires direct experience in the industry, substantial personal contacts, and credibility with individuals at high levels of business and R&D management in the battery industry and related industries. It also requires experience with and knowledge of the financing of technology development and commercialization by firms of different types and sizes in the battery industry and knowledge of industry trends. Dr. Brodd is uniquely qualified because of his experience in the battery industry and related academic work. He has managed several new technology ventures devoted to advanced rechargeable battery development and commercialization, with responsibilities for production, sales, and marketing. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is no a request for competitive quotations. However, the government will consider all capability statements received by July 30, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
