Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source Purchase Order with Professor Paul S. Weiss of the Pennsylvania State University Chemistry Program to provide technical assistance on the project entitled, Enhanced Probe Geometries for Photon-Based Proximal Probes. The contractor shall provide expertise and advise on the preparation and analysis of nano-scale optical structures for use in enhanced, near-field apertureless probes. Additionally, Professor Weiss will fabricate and prepare test structures for critical evaluation, develop protocols for accurate assessment of enhanced probe's spectral response, prepare alternate probe geometries with emphasis on improving spectroscopic signal-to-noise based on selective anisotropic growth/etching of Si based nano-rods/nano-pillars, and investigate damage threshold of nano-structures probes at the design wavelength. The contractor will provide monthly reports documenting progress at NIST on the project. The Government anticipates the award of a Firm-Fixed Price (FFP) Purchase Order on or about July 31, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all capability statements received by July 31, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
