Description
This contract will consist of technical assistance, continuing administration of an on-going Georgia Winter Heat Assistance Project (GWHAP), implementation of a community-based program to respond to energy constraints, and provision of engineering design and construction management services on behalf of USAID/Caucasus for physical improvements and rehabilitation. The design and construction component will provide administration of subcontracts awarded by the Contractor for the design and construction of significant stand-alone energy projects, alternative energy projects and managing or subcontracting for management of electricity distribution facilities improved under the ESI. The Contractor?s responsibility shall include, but shall not be limited to the following major items: (1) Provide engineering services, design, construction management services and construction supervision services for subprojects approved for rehabilitation and construction. The ESI probably will include rehabilitation of one or more hydropower plants, upgrading of a portion of one or more distribution systems, installation of billing and collection systems and management or advisory services to a rehabilitated electrical distribution system. (2) Provide advisory services to identify and recommend steps required to establish finance (credit) programs; (3) Review and administer the on-going Georgia Winter Heat Assistance Program (GWHAP); (4) Select, with USAID/Caucasus participation, one or more community who will be provided assistance to carryout energy related community improvement programs. These programs may include environmental programs that address Georgia energy problems. (5) The Contractor will be responsible for providing all personnel, equipment, materials, supplies and facilities for its use in order to complete the works in a timely and acceptable manner.
