Description
General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF; Specifications will be available in Adobe PDF format; and Drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http:// ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Proposed Issue Date: July 30, 2002. Title of Project: Preserve Historic Buildings, Grounds, and Collections. Description: Kalaupapa National Historical Park preserves and interprets the Kalaupapa Settlement on the of Island of Molokai in the Hawaiian Islands. It also provides a well-maintained community where patients with Hansen's Disease may remain as long as they wish. Legislation has mandated the preservation of this unique community. The primary purpose of this project is to preserve and stabilize as many historic structures as project funds allow, keeping in tact three neighborhoods in the Kalaupapa Settlement. All buildings are historic structures that are listed on the National and Hawaii Registers of Historic Places. This contract specifically addresses the preservation of 24 wood frame structures (primarily residential in scale, plus a church), plus a landscape nursery and a new curatorial storage facility (metal building). The historic buildings earmarked for immediate preservation epitomize the quintessence of Kalaupapa NHP. All are in imminent danger of collapse. The buildings have suffered the effects of high humidity, strong winds, termites, and tropical heat. It is the intent of this project is to maintain the historic building fabric in all areas where practicable, except where material is to be replaced or repaired. The work of this contract consists of general construction for the repair of buildings within the Kalaupapa Settlement of Kalaupapa NHP. The work includes carpentry, painting, roofing, electrical, civil, mechanical, plumbing, fire protection, removal of hazardous materials, and other associated work. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. Estimated price range: $1,000,000 to $4,000,000. Time for completion: 450 calendar days. Preproposal Conference: A Pre-proposal Conference will be conducted in Honolulu, Hawaii, on August 7 or 8, 2002. The exact time, date, and location of the Pre-proposal Conference will be provided in the Solicitation, Request for Proposals. Prospective contractors are strongly encouraged to contact the Park Administration Officer, Lucy Whiting, at telephone (808) 567-6802, extension 21, or the Park Superintendent, Tom Workman, at telephone (808) 567-6802, extension 22, and independently arrange for an informal site visit of the Kalaupapa Settlement prior to the Pre-proposal Conference. Because of limited commercial access to the site, an organized site visit to the the Kalaupapa Settlement is not feasible. However, for those unable to visit the site prior to the Pre-proposal Conference, a slide presentation will be provided at the Pre-proposal Conference to give prospective contractors an indication of the scope of work. In addition, the design architect and park superintendent will be available to answer questions. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. All responsible sources may submit an offer that will be considered.
