Description
NA The U.S. Army Corps of Engineers, Kansas City District intends to issue a full and open competition solicitiation on or about 1 August 2002 for the Construction of the Command and General Staff College, Fort Leavenworth, Kansas. The scope of services unde r this proposed contract includes Design Phase Services with an option for Construction of the Command & General Staff College. A Fixed-Price contract is contemplated. The contractor will be competitively chosen using Best Value Source Selection procedures . For this contract, technical factors, when combined, are significantly more important than cost or price (see FAR 15.101-1 trade offs). Project Summary. The proposed Command and General Staff College, PN 51174, will be constructed at Fort Leavenworth, K S. The project consists of constructing a college-level instructional facility. The new facility will include state-of-the-art classrooms modeled on the current TRADOC Classroom XXI and Army After Next initiatives. The facility will include a language l aboratory and presentation room; administrative and faculty offices; trophy lounge; conference rooms; two auditoriums; secure compartmented information facility (SCIF); electronic access control systems, General Officer/VIP dressing and preparation rooms; and storage areas. Existing stained glass windows in Bell Hall will be removed, restored and reinstalled in the new facility. An intrusion detection system (IDS) will be installed. Supporting facilities include utilities; electric service; exterior ligh ting; sanitary sewer; fire protection and alarm systems; paving walks, curbs and gutters; storm drainage; landscaping; relocating an existing road; constructing a new road; information systems; demolition of the existing Bell Hall; data links to key post f acilities and site improvements. The project is currently funded over two fiscal years, FY04 and FY05; the government?s intent is to award construction as an option to this contract in FY04 subject to Congressional authorization and appropriation. Estimated combined (design and optional construction phase) project cost range is between $100,000,000 and $250,000,000. The contractor selected under this solicitation shall provide design review and input, cost estimating, value engineering, scheduling and general construction services. The contractor shall be a member of the project development team during the design and construction phases, along with the Corps of Engineers, Fort Leavenworth, the selected A-E firm, Atkins Benham, and other government entities. Extent of participation during design as well as cost of the optional construction work will be considered when deciding to award the construction option. Proposal Submission Requirements. Proposals will be evaluated using a best value request for proposal. A request for proposal outlining specific requirements will be issued on or about August 1, 2002. The NAICS code for this project is 233320. THIS PROCUREMENT IS UNRESTRICTED. If you are a large business, are selected for this effort and your proposal exceeds $1 million, you will be required to submit a subcontracting plan with goals for small, HUB Zone, small disadvantaged, small woman-owned and small veteran-owned concerns. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last three fiscal years, does not exceed $27,500,000. All potenti al offerors are reminded, in accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 1998), lack of registration in the CCR database will make an offeror ineligible for award in accordance with FAR 5.102(a) (7). PREPROPOSAL CONFERENCE: A Preproposal Conference and Site Visit will be held. The date, time, and location will be posted on the district web site when finalized. This conference will provide general information such as how a best value evaluation works at the Kansas City District office, important things to remember for a successful proposal, past performance information, , etc. An organized site visit will follow the conferenceSite visits may be arranged separate from this date and time by contacting the Fort Leavenworth Area Office at 913-684-5070. Access to Fort Leavenworth requires a valid photo identification. Allow additional time to process through the access control points.
