Description
The Virginia Contracting Activity (VaCA), Defense Intelligence Agency (DIA), is seeking capability statements from small business firms to provide off-site acquisition policy research in support of its contracting office's policy & compliance division. In addition the contractor must also possess webmaster experience in designing, creating and maintaining intra-net and extranet web pages to support the VaCA contracting mission, to include the Office of Small and Disadvantaged Business and the Competition Advocate. The contractor must possess the capability to perform the following requisites: Maintain current knowledge and understanding of Federal and DoD acquisition and contracting developments. Conduct independent analysis of legislation and court and/or board decision for contracting implications and provide reports on the findings in writing and/or email/fax responses. Be responsible for reviewing, identifying, and reporting changes to procurement policies, directives, procedures, regulations, etc. This will include reviews of Federal and DoD regulations, policies, statutes, etc. Conduct periodic reviews of internal DIA directives, DIAM 44-2, and DAP operating instructions, and directives to assure that they are up-to-date and reflect current policy and best practices. Research, draft, edit, format, and prepare draft acquisition and contracting policies, procedures, instructions, manuals, bulletins, newsletters and directives. Be fully trained in the use of Microsoft Office 2000 (or later versions), to include, Word, Excel, and PowerPoint, as well as applications such as Microsoft Front Page, Macromedia Dreamweaver, Adobe Acrobat and PhotoShop for maintenance of DAP?s internal and external websites. Be responsible for editing and formatting proposed changes to the DIAM 44-2 and DAP operating instructions provided by DAP via email or softcopy. Perform a quality contract review of proposed FAR and DFARS waivers and deviations, as required, and will identify any inconsistencies with DAP policy. Create, update and maintain web-based documents on DAP?s Internet (INTELINK) and unclassified websites as required. No security clearance is required. All work is expected to be performed at the contractor?s facility. On occasion, short-term temporary use of DIA?s facility, Building 6000, MacDill Boulevard, Bolling Air Force Base, Washington D.C., or other sites as designated by the Contracting Officer Representative may be required. Example: The contractor visits DIA to help install website pages or review extra contract material related to a FAR waiver. The contractor's personnel shall be within a two-hour timeframe and available to attend on-site meetings on an occasional basis. The contractor shall designate an off-site employee who will function as the contractor's point of contact for receiving tasks. DIA will provide a temporary work area, desk; telephones, supplies, and computer access necessary to perform the identified tasks on an as-needed basis if work requires contractor to perform short-duration work onsite at DIA at Bolling AFB. It is anticipated the period of performance for any resulting contract will be a total of one year and a fixed-price completion contract is anticipated. BASED ON CAPABILITY STATEMENTS RECEIVED FROM THIS SOURCES SOUGHT, THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE, NAICS CODE 541618, WITH A SIZE STANDARD OF $6 M.
