Description

Desc. Sources Sought Synopsis: The Bureau of Reclamation requires new Draft Tube Bulkhead Gates, work on existing Draft Tube Bulkhead Gates and a new portable safety rail system at New Melones Power Plant, Central Valley Project, California. New Melones Power Plant is located in Calaveras County, California, near Tuttletown, about 50 miles east of Stockton. The NAICS Code is: 234990. In accordance with Federal Acquisition Regulation (FAR) 19.1305(b) set-aside procedures, the Contracting Officer is issuing this Sources Sought Synopsis to determine if there is a reasonable expectation that offers for this construction service will be received from two or more HUBZone small business concerns, and that award of a contract for such construction service can be made at a fair market price. Should there be insufficient response to this Sources Sought Synopsis by July 18, 2002, a solicitation will be issued based on a price evaluation preference for HUBZone small business concerns in accordance with FAR 19.1307. The work required by this solicitation is furnishing and installing a portable safety rail system; fabricating, installing and testing two new draft tube bulkhead gates and slings for each gate; modifying, installing and testing two existing draft tube bulkhead gates, to include removing existing seals, clamp bars, and clamp bar bolts; modifying gates for hanger system; removing existing coatings, preparing surfaces, and coating existing bulkhead gates. Surface preparation includes removing, handling, and disposing of paint containing heavy metals. Furnishing and installing new seals, clamp bars, and clamp bar bolts; providing two new slings; preparing surfaces and coating new draft tube bulkhead gates and new slings; modifying existing bulkhead service slots to allow gate storage in slots; and saw cutting and excavating existing concrete to accommodate gate installation. The magnitude of the proposed project is between $250,000 and $500,000.
