Description
The Air Education and Training Command (AETC) Contracting Squadron located at 2021 First Street West, Randolph Air Force Base, Texas 78150-4302 intends to award a sole source, fixed price contract to Signs and Shape International, Inc., 9988 F Street, Omaha NE 68127. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is issued as a Request for Quotes in response to Purchase Request number F4RSAM21610100. The acquisition is 100% small business set-aside and falls under NAICS code 541850, with a small business size of $6.0M. The resultant contract will contain two line items. The first line item will be for 6 (ea) Hispanic Ricky Recruiters (male) and the second line item will be for 4 (ea) African-American Recruiters (male). The size of the walkaround air filled recruiter is to be 9 feet in height. The Ricky recruiter is to be dressed in Air Force dress blues with long sleeve shirt, hat and black shoes. The Roxie Recruiter is to be dressed in Air Force dress blues (coat and pants), hat and black shoes. Each Recruiter must be labeled with nametags and proper insignia. The complete walkaround system for each recruiter must include the actual walkaround shape of the recruiter constructed of a specified industrial strength high tenacity, high count domestic type 66 nylon. The base fabric is coated with 2.5 oz to 3.0 oz of a light-stable polyurethane coating. Vinyl is not be used because of the problems the plasticers create. The coated fabric should be designed for UV resistance, toughness, durability, and pliability. The coating must be mildew and mold resistant. The colors are created by using high quality pigments added to the polyurethane coating. The coating and graphic inks are to be chemically compatible for permanent bonding. All thread should be high-spec, UV treated. The rubber soles of the feet on the walkaround are to be made of the highest abrasive rating per military specifications (hardness ? 75+5; tensile-600 lb. Per square inch; elongation-200%; abrasion 75 to 100). The synthetic (BX244), lightweight innersole is to be designed for restricted toe/heel flexibility of the large feet, which is to insure the safety of the wearer. Each unit must contain one adjustable waist power belt with battery pouch and adjustable padded shoulder strap with 12-volt motor/blower attached (motor/blower must meet N.M.M.A. type accepted). The motor/blowers must be safety-fused and designed so as to create sufficient static pressure (minimum 1.2 inches) for total air support of the shape and a range of 100 to 150 CFM continuously circulating fresh air drawn from outside. Each unit must also contain one cool tube attachment for hot weather and/or rapid physical movements (this directs continuous fresh air to the wearer?s chest and face). Each unit must contain three 12-Volt, sealed 18-Amp hour, rechargeable batteries. These batteries should be capable of up to 1,000 recharges. Each battery must give a minimum of 2.5 hours of continuous use for a combined total of 7.5 hours of daily use before recharging. Each unit must also contain one battery charger with pigtails. The charger should be designed so as to allow the walkaround unit to be operated continuously for up to 10 hours per day for 2 weeks at events such as fairs and exhibitions. The charger should be a fully automatic 2-stage charger with reverse and short-circuit protection that is capable of simultaneously charging all three batteries. Specifications of the charger are as follows: HRV=14.75+ 0.15 VDC, HRC=533mA-4A, FRV-13.68+ 0.07 VDC, Operating Temperature = 32 ? 122 degrees F. Each unit must also be provided with a plastic case, foam-lined, for shipping, carrying and storage. Operating and safety instructions are to be included with each unit. The expected delivery date (FOB destination) to AFRS/RSM, ATTN: Capt Jeffrey Own, Chief Field Support Branch, 550 D Street West, Ste 1, Randolph Air Force Base, Texas 78150-4525 is no later than 15 September 2002. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. Quotes will be evaluated on the basis of price and compliance with the requirements of this solicitation. Each offeror is to include with their quote a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications ? Commercial Items. The provision at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The provision at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition.
