Description
This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Time and Materials Contract. This is a combined synopsis/solicitation for time and materials type contract (FAR 16.6) as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This requirement is 100% set aside for small businesses. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services) size standard $5.0M. More than one contract will be awarded. Position Title: Low-Cost Housing Program Managers. Government Estimate: $475.00 to $575.00 per day. Period of Performance: 8 Months, beginning Thursday, August 1, 2002 to March 31, 2003, actual work will be on an intermittent basis (5 person months). Place of Performance: Jigawa State, Northern Nigeria. Airfare will be provided to and from the United States (approximately 3 round trips). Housing in Dutse, Nigeria will be provided. Statement of Work: Two Program Managers will serve for a pilot low-cost housing program being undertaken by The African Development Foundation in partnership with the State Government of Jigawa in Northern Nigeria. The pilot program is designed to provide housing for flood victims in four grassroots communities in Jigawa State, devise and utilize a business model that allows for optimal use of low-cost housing technologies, local labor and locally available materials, establish operational capacity in four community-based institutions for ongoing provision of low-cost housing for the poor, and provide employment and increased incomes for local residents. Based in Kano or Dutse, the program managers will be responsible for oversight and assuring the timely implementation of four low-cost housing pilot projects in Jigawa State. He/she will report to ADF's Regional Director on policy matters related to ADF's administration of program funds, and to a joint ADF-Government of Jigawa Steering Committee on technical matters related to housing design, program coordination and implementation. The program managers will supervise local community-based project implementation teams and will be responsible for oversight of all activities and processes related to the planning, design, sub-contracting and execution of the four pilot projects. This will include oversight of all contracting activities to assure compliance with ADF's policies and procedures; monitoring and assuring the progress of housing construction and local institution building activities as outlined in ADF-approved project implementation plans; and certifying for ADF that activities are completed in a timely and effective manner. The initial period of service is eight months (five person months), with the possibility of extension of one month, subject to the availability of funds and provided that performance has been satisfactory. Specific Duties and Responsibilities. The incumbent(s) will have the following specific duties and responsibilities: 1. Lead the process of identification and selection of 4 pilot community-based housing projects, through a process involving close liaison with Jigawa State Government officials, local communities and ADF management. 2. Ensure that criteria for low-cost housing designs are established and agreed by ADF and Jigawa State, including eligibility and cost guidelines, engineering feasibility, conformity with local taste and customs, potential for significant local economic stimulus, potential for operational sustainability by local community-based institutions and environmental soundness, among others. 3. Ensure that each project includes an appropriate level of planning to achieve the purpose, outputs, targets and means of verification contained in the logical frameworks and project papers approved by ADF. 4. Maintain all liaison and direct communications with designated ADF supervisors, Jigawa State officials and local community leaders. 5. Supervise and monitor all planning, design, construction, institutional strengthening, and post-implementation follow-up done by program management team members, local contractors and community-based service providers. 6. Report on the performance of program management team members, local community implementation teams, contractors and other service providers involved in the program. Notify any of the above in writing of deficiencies observed and direct appropriate actions to effect corrections. Record and report to ADF's and Government of Jigawa's designated representatives incidents of faulty or non-conforming work, delays or problems. 7. Supervise the review, on a bi-weekly basis, of standard unit costs prepared by all contractors and consultants providing professional services, equipment, materials and construction work under the project. 8. Review and approve all contracts and vouchers submitted for payment under the program to guard against waste, fraud and abuse, and to assure accuracy and fairness of costs, quantities and quality, and the complete and timely delivery of products and services. 9. Based upon inspection, certify that all projects are complete and meet all applicable standards agreed to by ADF and Jigawa State. 10. Prepare scopes of work, direct, supervise and mentor program all program management team members and all local implementation teams involved in the program. 11. Prepare or oversee the preparation of progress reports and other reports and documentation as required by ADF and/or agreed between ADF and The State of Jigawa under this program. Oversee the development and maintenance of a management and results information system for the program as specified in the project papers. Conduct weekly field inspections and site visits to each of the projects. Accompany ADF and/or Jigawa State representatives on field visits, and prepare briefing and informational documentation for official purposes. 12. Participate in project planning, project review and approval, and other technical and policy meetings as required in Washington, DC or Jigawa State. 13. Advise the ADF President, Trade and Investment Advisor, Regional Director, Country Representative and ADF's local partner regarding issues affecting compliance with ADF policy, the Joint Program Implementation Plan agreed with Jigawa State, program management, project design and implementation, budgeting, disbursements, monitoring and remediation and other ADF program management matters. Each offeror's proposal will be evaluated according to the factors shown below. Factor A is of equal importance to Factor B. Sub-factors listed under Factor A are of equal importance to each other. The first four sub-factors (1, 2, 3 & 4) listed under Factor B are of equal importance with the next four sub-factors (5, 6, 7, & 8) of lessor importance and the last four sub-factors (9, 10, 11, & 12) of least importance. Evaluation Criteria: Rating will be based the following: A. Past Performance; (to be ascertained by reference checks): 1) The offeror's successful prior experience working for a federal agency. 2) The offeror's history of successful completion of similar projects and history of providing high-quality products and services; 3) The offeror's history of delivering the product on schedule; 4) The offeror's ability and responsiveness to solving problems without assistance. Include in your proposal: company name, contact person, address, and phone number of at least three (3) professional references. B. Personnel Qualifications: Required qualifications for the position(s) -- Rating will be based on the following: 1. Demonstrated ability to effectively supervise and manage local/grassroots housing contractors in an African or other developing country situations. 2. Broad knowledge and experience with low-cost building technologies utilizing local building materials and skills. 3. Demonstrated ability to develop and maintain effective counterpart contacts and working relationships at both the senior policy and technical implementation levels, with local communities, local and central government officials, NGOs and donor organizations. 4. Previous experience living and working under harsh, difficult and/or dangerous development conditions. 5. A degree in business administration, management or social science field, with at least ten years of experience in a developing country context. 6. Prior project management experience with low-cost housing or infrastructure-related programs in an African or other developing country. 7. Ability to resolve problems in a collaborative fashion, while maintaining an aggressive work pace, in order to produce results under intense scrutiny and visibility. 8. Strong interpersonal and leadership skills, with ability to prepare project reports, technical and policy briefs, and experience with management and leadership of project implementation teams. 9. Engineering, architecture, project finance backgrounds, with appropriate certifications and degrees. 10. Knowledge of African Development Foundation or USAID program development and/or program management procedures. 11. Project design, management and/or business development experience in transition countries of sub-Saharan Africa. 12. Knowledge of Northern Nigeria and West Africa Region. Contract Award - The African Development Foundation is authorized to enter into personal service contracts under section 506(a)(5) of the African Development Act. Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government considering past performance, personnel qualifications and cost. The Government's objective is to receive the highest quality Contractor possible, at a realistic and reasonable cost; however, between proposals that are evaluated as equal in quality, cost will become a major consideration in selection the successful offeror(s).
