- ** Three files have been posted on the FedBizOpps pre-solicitation notice webpage for this procurement to answer questions on the current TRB custodial contract that OPM received from a dozen or more different sources, some under the Freedom of Information Act (FOIA). OPM considers the information it is releasing in these files to be necessary for all offerors in preparing competitive proposals, and thus releasable without need of a FOIA request. With regard to information that has been requested, but not provided by this pre-solicitation notice amendment, that information is considered privileged at this point in the procurement, and will not be released. The RFP document is expected to be released within the next week. ** The Facilities Services Division, Office of Contracting and Administrative Services, Washington, DC, has a requirement for janitorial and custodial services at its Theodore Roosevelt Federal Building (TRB), Washington, DC. The current contract with Teltara, Inc., is due to expire on September 30, 2002. This acquisition is limited to eligible 8(a) business concerns qualifying under NAICS code 561720. The size standard for this NAICS code is $12M. This procurement is subject to the Service Contract Act, and will include a Department of Labor wage determination (WD). The place of performance is at the TRB, Washington, DC. Contractors must pay at least the applicable WD rate to any employees involved with this contract. Paid Government holidays apply. A firm fixed-price plus award fee service contract for an estimated period of 5 years (a one-year base period, and 4 one-year option periods) is anticipated. The Government intends to award a contract resulting from this notice to the responsible offeror whose offer conforming to this notice will be most advantageous to the Government, price and other factors considered. Award will be made on an all or none basis for all line items under the authority of FAR part 15. Contractor must be capable of accepting electronic fund payment for this procurement. We expect all sources to register in the Central Contract Registration database - http://www.ccr2000.com/ to receive any award issued as a result of this synopsis. The response date appearing in this notice is an estimate only. The issue and closing date for the solicitation have not yet been established.
