Description
Overview - The U.S. Railroad Retirement Board (RRB), an independent Federal Government agency, headquarters located: 844 North Rush Street, Chicago, IL 60611-2092, seeks sources that are non-government disbursing agents. Section 107(e) of the Railroad Retirement and Survivors? Improvement Act of 2001 directs the U. S. Railroad Retirement Board (RRB) to enter into an arrangement with a nongovernmental financial institution to serve as disbursing agent for benefits under the Railroad Retirement Act. The Department of the Treasury (Treasury) has been the RRB disbursing agent for more than 30 years. The RRB issues approximately 665,000 recurring payments each month and approximately 14,000 non-recurring payments throughout each month. Approximately 80% of the payments are issued as electronic funds transfer (EFT) payments. The remaining 20% are paper checks mailed via First Class mail. A small number of payments are issued to individuals living in foreign countries. II. Requirement: The RRB seeks sources to provide payment disbursement, payment reconciliation and recovery services to replace those currently provided by Treasury. The RRB will provide payment request information on an electronic payment file. The disbursing agent will prepare the checks and EFT payments for delivery. Monthly recurring payments are to be dated and prepared for delivery on the first non-holiday, non-Sunday of each month. Unless the RRB specifies a special payment date, non-recurring payments are to be dated and released the next business day. The services offered should have the characteristics and capabilities described below. Companies having the ability to furnish these services are requested to provide written notification (including the telephone number and name for a point of contact). III. A. Submission of proposed product. The written notification must contain detailed information about the services offered, price per service/per payment (broken down by check vs. EFT), security provisions, system requirements and equipment needs. The notification should be sent to the processing office in this notice within 21 calendar days from the date of this synopsis. B. Performance Requirements: Interested parties shall provide information on how they will perform the following functions. 1. Issue payments. 2. Recover payments. 3. Create and Maintain a Payment History Database. 4. Provide accounting. Parties must be able to support the following interfaces. 1. Accept payment request information from the RRB as a secure electronic transmission. 2. Accept funds transferred electronically to support benefit payments. 3. Provide to RRB on-line access to payment history data. 4. Provide to RRB files electronically containing information on returned, cancelled, and recovered payments. 5. Provide to RRB credits for cancelled and recovered payments. 6. Provide to RRB on-line records for account reconciliation. 7. Establish an interface with Treasury to support offset for Government-wide debt collection. Attachment 1 contains additional details on the required functions, timeframe and accuracy requirements, security requirements, and the information technology environment at the RRB used to transmit and receive data. C. Companies having the ability to furnish these services are requested to provide written notification (including telephone number for a pint of contact) and detailed data regarding the proposed solution(s) to the processing office listed in this notice within 21 calendar days from the date of publication of this synopsis. Potential vendors should respond with technical literature, pricing details, and information describing the degree to which they can comply with the requirements outlined above. Any questions regarding this RFI shall be in writing on company letterhead and sent or faxed to Ms. Velinda Nix of RRB Purchasing Division at 312/751-4923. No telephone calls will be accepted. E-mail submissions will not be accepted. The RRB does not intend to award a contract on the basis of this request or to pay for the information solicited. THIS IS NOT A SOLICITATION FOR OFFERS OR BIDS. The RRB shall not transmit acknowledgement of receipt of vendor submissions and will not return any written data or solutions submitted to this office. Respondents are hereby notified that responses to this notice are required within 21 calendar days from the dae of publication of this synopsis.*****
