- In accordance with FAR Part 15, Contracting by Negotiation, the National Park Service (NPS) intends to issue a Request for Proposals (RFP) to install a dual (dry pipe coverage for 1870 square feet; FM200 coverage for 100 square feet) fire suppression system in a 1,970 square foot, 14 room Learning Center building at Congaree Swamp National Monument, 100 National Park Road, Hopkins (Richland County), SC 29061. This installation shall meet all aspects of the latest revision of the National Fire Protection Association (NFPA) code, as applicable, including, specifically, NFPA 13 and the National Electrical Code, NFPA 70, and other codes as applicable. Should more stringent local codes apply, the Contractor shall address them also. All rooms, including screened porch and attic, shall be protected by the combination of these two systems. The fully functional, automatic dry pipe system shall adequately provide protection for all of the building with the exception of the herbarium/curatorial storage center. A fully functional, automatic FM200 gas fire suppression system, or equivalent, shall offer full protection to the herbarium/curatorial storage center. Contractor shall provide and install all interior and exterior elements of the systems as well as an exterior storage tank (including slab), underground piping, electrical connections, and an electrically operated fire pump with all controls. If required for protection of pump, valving, or other equipment, the Contractor shall be responsible for constructing an addition tied to the existing well house, matching the existing well house in material, color, finish, etc., and of adequate size to house such equipment. This is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) is 56162. The Size Standard is $11.5. Estimated price range: between $100,000 and $250,000. Tentative issue date of solicitation is July 25, 2002. There will be a pre-bid conference held on August 15, 2002 at 12:00 noon (eastern standard time) at the Congaree Swamp National Monument Headquarters Building. The solicitation will be issued electronically on the Department of Interior's (DOI) National Business Center (NBC) web site at http://ideasec.nbc.gov.
