Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation F30602-02-Q-0507 is being issued as a Request for Quotation (RFQ), for a firm fixed price purchase order with a performance period, 1Aug2002 through 31Jul2003, incorporating provisions and clauses in effect through Federal Acquisition Circular FAC 2001-07 and DFARS Change Notice 20020531. Additional information may be obtained at the FEDBIZOPPS. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. The NAICS code is 541330 for this acquisition with a small business size standard of $4.0M. See Note 1. See the FEDBIZOPPS for the Statement of Work, dated 3 Jul 02. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies. Paragraph (c) is amended to read as follows: The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of quotes. The following paragraph is added to 52.212-1: (k) Failure to comply with the terms and conditions of the solicitation may result in the rejection of your quote. In addition, failure to satisfactorily demonstrate the capability to comply with the requirements set forth in the solicitation may result in a "no award" determination relative to the quote in question. Alert: Vendors are STRONGLY encouraged to use the Standard Form 1449 as the first page of their quote. If you choose not to use the Standard Form 1449, you are cautioned to complete and provide with your quotation all the data requested by FAR 52.212-1 and elsewhere in this synopsis solicitation. Failure to do so may eliminate you from consideration for award. AWARD WILL BE BASED UPON PRICE AND PAST PERFORMANCE. Offerors shall provide past performance information on at least three (3) contracts for similar Government and/or non-Government work within the past five (5) years. The past performance information should indicate relevant satisfactory past performance in compliance with the terms of the contract. Include complete references, contract titles, dollar values, points of contact and telephone numbers. The Contracting Officer may seek and evaluate relevant performance information based on (1) past performance information provided by the Offeror, (2) information obtained from the references provided by the Offeror and/or (3) data independently obtained from other Government and commercial sources. The purpose of the past performance evaluation is to allow the Government to assess the Offeror's ability to perform the effort described in this RFQ, based on the Offeror's demonstrated present and past performance. Submit a completed copy of FAR 52.212-3, Offeror Representations and Certification-Commercial Items, with your quote. See the FEDBIZOPPS. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies. Additional FAR clauses cited in the clause at FAR 52.212-5 that are applicable to this acquisition are: 52.222-21; 52.222-26, 52.222-35, 52.222-36; 52.222-37; 52.225-1; 52.225-16; 52.232.33 and 52.239-1. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies. Additional DFARS clauses cited in the clause at 252.212-7001 that are applicable to this acquisition are: 252.204-7004 and 252.243-7001. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer at Phone 315-330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is the Deputy Chief, Contracting Division, at 315-330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. The synopsis solicitation and any amendments thereto will be available only by downloading the documents from the FedBizOpps. All responsible small business sources may submit a quotation in response to this RFQ, which shall be considered.
