Description
The proposed procurement is contemplated to be set-aside for small business, certified Section 8(a) and/or HUB Zone contractors. This acquisition is entitled Rome Research Site (RRS) Professional & Technical Support and will provide professional and technical support for its Control, Communications, Computer Intelligence (C4I) mission. This support will be in three major areas - Global Awareness, Dynamic Planning and Execution and Global Information Enterprise. Anticipated deliverables are labor hours. An Indefinite Delivery/Indefinite Quantity (ID/IQ)/Time and Materials contract with a period of performance of Sixty (60) months is anticipated. SECRET clearances will be required for performance. Of primary interest to RRS will be offerors' ability to provide the greatest cost savings to the Government while providing this service. The contractor will be required to furnish all personnel necessary to manage and accomplish the projects. Individual tasks will vary in size. Guaranteed minimum over the life of the contract is the amount of the first delivery order; minimum delivery order: $2,500.00, and the maximum delivery order: $800,000.00. The NAICS code is 541990, and the small business standard is $5 million average annual revenue for the previous three years. The entire Request for Proposal (RFP) will be released on or about 1 Aug 2002. PAPER COPIES WILL NOT BE AVAILABLE. Any prospective bidders interested in bidding on this RFP must register by email to: Rutledge@rl.af.mil in order to be placed on the source list. Include your company name, address, telephone number, point-of-contact, fax number and email address. This list will be provided to facilitate subcontracting opportunities only. Bidders registering on the source list shall not conclude that they will receive a paper copy of the RFP in the mail, as a paper copy will not be available. All prospective bidders are responsible to visit the FedBizOpps frequently and obtain any amendments or other information pertinent to this RFP. The RFP will only be available by downloading all documents from the FedBizOpps. Solicitation F30602-02-R-5002 is being issued as a Request For Proposal (RFP). Federal Regulations governing an RFP are available at: http://farsite.hill.af.mil/. Any required amendments, letters of clarification and other applicable documents would also be issued electronically via the FedBizOpps. ALL interested sources are responsible for frequent review of the website to ensure that they are kept current on any applicable documents added after the initial RFP is issued. All responsive, responsible sources may submit a proposal, which if timely received, shall be considered by this agency. Proposals are due at 2:30 pm EST on Tuesday, 3 Sep 02. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer at (315) 330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is the Deputy Chief, Contracting Division at phone (315) 330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. Funds are not presently available for this contract, and no award will be made until such time as funds become available. The Government reserves the right to cancel this solicitation either before or after the closing date.
