- The U.S. Marshals Service (USMS), Department of Justice intends to contract for a facility for prisoner detention services operated by the Bobby Ross Group in Crystal City, Texas. The Bobby Ross Group facility is the only source for this requirement as there are no other prisoner beds available in the necessary quantity within a 100 mile radius of the Federal Court in Del Rio, Texas. These services are for the housing and safekeeping of Federal prisoners. All prisoners are considered medium/maximum security. The requirement for the initial period of performance is for an estimated maximum of 250 prisoner beds. The period of performance of the contract will be for an initial base year with up to two one-year option periods. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone calls will not be accepted.
