Description
The Government intends to negotiate on a sole source basis with and award to Southwest Research Institute (SwRI), of San Antonio, TX, a purchase order to deliver a Single Virtual Gunnery Station (VGS) for an Advanced Amphibious Assault Vehicle that shall consist of a computer system and Vega runtime license(s). The Government also requires delivery and set-up of the equipment, as well as a one-day training session to discuss software architecture, files structure and operations of the system. NAWCSTD is developing a gunnery Intelligent Tutoring System (ITS) to be implemented into an existing simulator. In order to ensure that the gunnery ITS to be developed by NAWCTSD is compatible with the existing gunnery station, the Government must test and troubleshoot on the original system. SwRI is the sole developer and manufacturer of the system with which NAWCTSD ITS will be implemented. SwRI possesses unique knowledge regarding the content of the software architecture (s) that no other non-Government entity has, owning the design/drawings necessary to manufacture the VGS. As such, SwRI is the only source possessing the unique combination of experience and is the only source that can satisfactorily complete the described requirements within the Government's required delivery schedule. A Request for Quotation (RFQ) will be issued on or about 26 July 2002. This procurement will result in a Firm Fixed Price purchase order utilizing Simplified Acquisition Procedures. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
