Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Labsphere Inc., of North Sutton, NH, for acquisition of four (4) 12-inch ID hemispherical opening spectralon spheres, four (4) Cone assemblies, four (4) Panel assemblies, plus installation, to be used by the Building Materials Division, at NIST.*****Sole source determination is based on the need for compatibility with the existing Labsphere integrating sphere in the Building Materials Division. Extensive optical modeling of the behavior of the new equipment and its relationship to the existing equipment has been done. Labsphere is the only company that can provide the spectralon spheres and cone/panel assemblies to modify the existing unit with 100% compatibility.*****A one-year warranty (return to Labsphere, N. Sutton, NH) on parts and labor shall be included.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 14 weeks or less from receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 421490, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 19, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Note 26.
