Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ020037, Fill Dirt. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 212321. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The contract line number is: Item 1, Delivery of Fill Dirt, Not To Exceed 10-15% Cobble, Estimated 3500 Cu.Yd. The FOB Point is destination. DESCRIPTION OF SUPPLY/WORK STATEMENT 1.0 General - The Contractor shall provide for the delivery of fill dirt to off-highway vehicle (OHV) trails identified for rehabilitation along the Snake River shoreline below Swan Falls Dam. Affected OHV routes will be posted with red flags. 1.1 Description of Work - The project site is located along a gravel road (Swan Falls Shoreline Road) between 2 and 3.5 miles below the Swan Falls Dam. Access to the Swan Falls Dam is along the Swan Falls Road for 22 miles south of Kuna, Idaho, Ada County. This road is asphalt sealed. The approach to the dam has a 12% grade for approximately one mile. The Contractor shall deliver fill material directly to affected OHV trail segments for a 4 to 12-inch spread. The Contractor shall be required to enter affected OHV routes from their westernmost point of intersection with the Swan Falls Shoreline as directed by BLM personnel on-site. 2.0 Time Frames - The Contractor shall provide all required materials from September 3, 2002 through September 6, 2002 and September 9, 2002 through September 11, 2002 at a rate of at least 400 yards per day. Additional material delivery could be required from September 16 to September 19. 3.0 Government-Furnished Materials - The Government will provide the flagging and steel staking of the project boundaries, and will have at least one representative on-site between 8 AM and 4:30 PM for each day specified under 2.0. The provision at 52.212-01, Instructions to Offerors-Commercial is applicable. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.211-16 the following shall be included in paragraph (b) of this clause 10 Percent Increase; 10 Percent Decrease; This increase or decrease shall apply to All. 52.219-14, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-01, 52.232-34, 52.237-01, 52.246-04.
