- Description
- NASA/GSFC plans to issue a Request for Quotation RFQ5-79661-910 for Interplanetary Monitoring Platform-8 Ground Processing Software Development Work. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Fundamental Technologies, LLC under the authority of 10.U.S.C. 2304(c)(1), Only One Responsible Source. This contract is for the operations of the IMP-8 Data Processing System newly developed by Fundamental Technologies, LLC. The contractor shall (1) electronically capture new IMP-8 telemetry files from NASA-designated and NASA-supported ground stations (presently data from only the station at Canberra are anticipated); (2) capture data related to the ephemeris of IMP-8 from Goddard;( 3) process these data and create decommutated data files for each of the several IMP-8 Principal Investigator teams specified by NASA, where the files shall have the same form and content as those previously made available to the PI teams directly from Goddard; (4)makes these files electronically accessible to the designated IMP Principal Investigators and implement appropriate "handshaking" to record successful transfer of data to Principal Investigator teams; (5) at the start of this contract, perform the above functions 3 and 4 for the IMP data that have been accumulating since early February, 2002 (Goddard will provide such of these data that the contractor itself has not captured into temporary storage; and (6) submit monthly reports to Goddard on results of each month's activities, problems encoutered or issues pending. At present, the following four IMP Principal Investigator teams are to be supported as indicated above: Cosmic Ray Nuclear Composition at the University of Chicago, Goddard Medium Energy Experiment at Goddard Space Flight Center, Charged Particle Measurement Experiment at JHU/APL and Plasma Instrument at MIT. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 25, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
