- This is a synopsis/non-competitive solicitation for a commercial item prepared in accordance with FAR5.203, FAR 12.603, and FAR 13.105. THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTIFICATION: A WRITTEN SOLICITATION WILL NOT BE ISSUED. The U.S. Department of Energy, National Energy Technology Laboratory is procuring the use of a Nuclear Magnetic Resonance (NMR) Logging Well Drilling tool deployment to collect and report on gas hydrate reservoir data off the Oregon coast. Lamont-Doherty Earth Observatory is the only known source for the unique opportunity to capture required Logging Well Drilling data from a U.S. offshore gas hydrate occurrence.
