- Description
- The Naval Air Warfare Center Weapons Division, Point Mugu, CA plans to procure as other than full and open competition from L3 Communications Corporation, Sylmar, CA 60 man months of engineering technical services and contractor field services to various fleet and shore activities to inform, instruct and train Navy personnel to install, operate and maintain the AN/AQS-13 series dipping sonar equipment and associated support equipment, software and logistics to support the H-60 program. The installed AN/ASQ-13 dipping sonar equipment was designed, developed and manufactured by L3 Communications Corp. The contractor personnel are the only individuals with the technical expertise and direct access to company technical publications, and drawings and possess knowledge of and interchangeability of the equipment being supported. L3 also possesses access to the technical database for the equipment in its current configuration. L3 Communications designed, developed and possesses the proprietary data for the AN/ASQ-13 dipping sonar, and has specific technical knowledge and expertise on all modifications to the equipment. The period of performance of the contract is anticipated to be a base 12-month period of performance with four one-year option periods. The offer must have complete and detailed information that include the total number of employees and professional qualifications of personnel specially qualified on the AN/ASQ-13, and outline of previous CETS and CFS efforts including specific services previously performed or being performed in the listed CETS area, specific resumes of representatives detailing their qualifications and any other available descriptive literature.
