Description
The BIA, OIEP, Central Office has a requirement for the = development of a series of Web pages to support Data-Driven Decision = Making by the Bureau of Indian Affairs (BIA) funded schools (grades = K-12). The OIEP is responsible for measuring student achievement at the = schools funded by the BIA under provision for the Native American = Education Improvement Act and the No Child Left Behind Act of 2001 = (NCLB). The OIEP has developed a State Plan and must develop support = for teachers and administrators to improve the abilities and skills of = Indian students. The focus of the website is "data driven decision = making." Data will be provided, supports will assist user in analyzing = the data, and then guides and resources will be provided to help = decision-makers (from teachers to school boards) develop plans for = improvement. The development of this on-line resource will be divided = into four main phases. Phase I of the test development program will = last approximately one year, and will focus on site layout, design, and = display of information and supports. Phase II of the site development = program will include the development of databases to meet the = requirements of Government Performance and Results Act (GORA), NCLB and = provide support for teacher /administrator resource on assessments and = analysis of student results. Phase III of the site development program = will focus on providing instructional supports for = teachers/administrators. Phase IV of the site development program will = consist primarily of maintenance of the developed site and update of = data and instructional tools to meet the needs of site users. Close = coordination with other contractors that are working on other aspects of = the BIA, OIEP reform effort will be required. This contract will be = awarded for a period of five (5) years. The period of performance will = being on or about September 15, 2002. This is a 'TOTAL SET-ASIDE FOR = NATIVE AMERICAN INDIAN OWNED BUSINESSES."
