Description
NA The United States Army Communication and Electronics Command (CECOM) will issue a Blanket Purchasing Agreement (BPA), for an immediate requirement for information technology (IT), telecommunications and other electronic systems supplies and services. A wi de range of IT support for all types of telecommunications mediums to include, individually or in any combination, voice and sound, data, graphics, and video. The contractor will be required to respond to emergency or contingency requirements as directed by the Government. The contractor may be required to provide inside & outside plant cabling. The contractor shall be responsible for all equipment testing to include (as required) satellite terminal Antenna Verification Testing and Certification as descri bed in Satellite Systems Operation Guide (SSOG). The contractor shall be responsible for obtaining the necessary approvals from the Signatory of the country or territory in which the earth station will operate. Support will encompass all phases of the eng ineering life cycle to include: Research and development, System Design and Engineering, Manufacture, Procurement, Integration and Installation, Test and Evaluation, Technical Documentation, Configuration Management, Operation and Maintenance, Help Desk S upport, Training, Logistic Support/Repair and Return, Disposition and Other Support. All types of hardware, firmware and software environments are included in this requirement. Hardware environments may include vehicles, shelters, power generation equipm ent, and communications and electronics equipment including computers, sensors, satellite, landline, and wireless communications equipment. The Government expects to issue Task Orders that include the procurement of a Multi Media Communication System (MMCS ). The MMSC shall be adaptable, portable, expandable modular communications system which enables users to send and receive secure and nonsecure voice, data, graphics, and video to and from anywhere in the world. The Software environments may include execu tive programming languages, 4th generation languages, database management systems, operating systems, and applications systems. IT transmissions may involve a wide number of established and developing messaging protocols, and networking schemes, including Local Area Networks (LANs) Wide Area Networks (WANs) Metropolitan Area Networks (MANs), the Internet, NIPRNET, SIPRNET, Video Teleconferencing (VTC) and other commercial and unique Government networking systems. The contractor may be required to perform research, studies, analysis and experimentation on existing and new technologies as required in Task Orders (TOs) issued under this requirement. The design and engineering of totally new and/or modifying existing systems to incorporate new technology may be required. The contractor may be required to manufacture, fabricate, purchase or lease, integrate, assemble, and install hardware and software items. Test programs, plans, and procedures, test conduct and documentation of results may be required. The contractor may be required to purchase, review, manage, develop, store, and submit various types of technical documentation. The documentation may include specifications; technical orders; manuals; logistics support analysis records; provisioning data; fi nancial data; manufacturing processes; test plans and procedures; operations and maintenance plans; engineering drawings, performance or other related items; software configuration; form, fit and function requirements; interface control documentation; qual ity assurance provisions; commercial item descriptions and other related types of documents. The contractor may be required to operate and maintain facilities, platforms, systems, subsystems and/or other items. Operation and Maintenance of systems may re quire OCONUS assignments and may require hazardous duty pay. Help Desk Support, Training, and Logistic Support/Repair and Return may be required for new/modi fied or existing hardware and software under this requirement. CECOM will be reviewing this acquisition for Small Business Set-Aside consideration. Please provide your GSA schedule number on which these types of equipment and services are offered.
