Description
The Operational Contracting Division at Hanscom AFB, MA is issuing a Request for Proposal for the Automatic Redundant Chiller and HVAC Upgrade, Building 1435; Install Chilled Water Lines to Bestic Drive Project; and Install Chilled Water Line From Bestic Drive to Building 1435. The scope of the project consists of furnishing all supervision, services, labor, materials, tools, transportation, travel, equipment and performance of all operations required to Repair and Upgrade the HVAC systems in Building 1435; install 12" chilled water lines from Building 1201 (central plant) to buildings along Bestic Drive and Building 1305 on Schilling Circle; install 10" chilled water lines from a valve manhole at the intersection of Bestic Drive and Schilling Circle to feed buildings north of Barksdale Street and Building 1435 in accordance with the drawings and specifications. The project is located in a controlled facility on a controlled military installation - Hanscom AFB, MA. The principal items of work for the repair and upgrade of the HVAC systems in Building 1435 include, but are not necessarily limited to selective demolition of the existing HVAC system, new automatic redundant cooling system for the critical computer area, new chiller and air conditioning units, new hot water and chilled water distribution pumps and piping, new DDC building controls and building electrical system modifications to support the new HVAC system and controls. All new DDC controls shall be an extension of the existing Johnson Controls Metasys? , manufactured by Johnson Controls and be a completely compatible and seamless integration with the existing Metasys? building Energy Management Control System. The principal items of work for the chilled water line services to the Bestic Drive Buildings and Building 1435 include, but are not necessarily limited to new direct buried systems utilizing standard weight steel pipe with welded connections or ductile iron (Tyton with restraint joints, Class 52), with prefabricated polyurethane foam pipe insulation and fiberglass reinforced plastic (FRP) jacket and valves located inside valve manholes at end of main runs and for isolation of service lines to buildings. The project will have a basic bid for installation of the HVAC systems in Building 1435 and several optional bid items including and relating to the installation of the chilled water lines from building 1201 to 1305 and from 1305 to 1435. This project is subject to a statutory limitation for new construction of $750,000. This statutory limit applies to CLINS relating to the installation of the underground chilled water lines only. The HVAC system in building 1435 is not subject to this statutory limitation. The contract will be a firm-fixed price contract. The magnitude of construction for this project is between $1,000,000 and $2,000,000. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database to receive a contract award. Potential offerors must be registered at time of contract award. Applications for CCR registration may be obtained or completed at the Internet address: www.ccr.gov. The solicitation, technical specifications, and drawings will be exclusively on the Internet at www.herbb.hanscom.af.mil. These items will not be mailed and telephone requests will not be honored. The Request for Proposal will be released electronically on or about 11 Jul 02. Proposals sent via mail, hand-carried, Federal Express, etc. shall be mailed to ESC/PKOC, Attn: Lt. Christopher Marquis, 20 Schilling Circle, Bldg 1305, 3rd Floor, Hanscom AFB, MA 01731. The government reserves the right to cancel this solicitation, either before or after receipt of proposals, with no obligation to the offeror by the Government. Offerors are advised that the Government will not pay for offerors' proposal costs. Funds are NOT currently available for this requirement. Unless funds are made available for this requirement, no contract will be awarded. The Contract Manager and primary contact for this action is 2Lt Christopher Marquis at (781) 377-2572. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
